We are hiring a Manager, Purchasing & Contracts for our Public Sector client in North Vancouver.

ABOUT THE OPPORTUNITY
The Manager of Purchasing and Contracts will be responsible for managing all purchasing and contract administration. Leading a small team of 2, this position requires an individual who brings expert knowledge of the RFQ and RFP process, and experience purchasing in the public sector.

ABOUT THE POSITION
Establishes systems and controls to ensure organizational obligations are met.
Develops and implements purchasing policies, procedures and reports based on best practices.
Supervises and coordinates acquisition of services, equipment, and materials.
Works directly with clients and responds to questions and concerns.
Works collaboratively with partners in cooperative purchasing initiatives.
Provides analysis on spending trends and analyzes potential savings.
Prepares specifications and tendering documents for large projects and a variety of equipment, leases and service agreements.
Ensures legal and contractual obligations are met.
Coordinates insurance coverage and risk management with vendors.
Manages multiple internal purchasing programs.

THE REQUIREMENTS

5+ years of related experience.
Public sector industry experience.
Completed education in purchasing, procurement or supply chain management is required.
Proven experience planning, organizing and directing purchasing initiatives.
Experience in supplier negotiation, competitive bidding processes, contract administration and risk management.
Sound knowledge of modern procurement and supply chain principles and practices.
Excellent communication and interpersonal skills, proven to be able to build strong relationships with internal and external stakeholders.
Must be able to take initiative.
Prior experience leading a team.
Knowledge of BC Bid process.

COMPENSATION
Annual salary$99,000 - $123,000 depending on experience. Excellent benefits and vacation. Municipal pension program. Free parking.
