Main Purpose and Function
The Project Manager I is an instrumental member of the Utilities Management Team. The position works as part of a cross-functional, cross-disciplinary project team, including working with Design and Operational groups, multiple internal and external stakeholders, and partners to manage both internal and externally lead elements of various 3rd party utilities projects. The position contributes to the adoption of the Engineering Department’s project management framework. The Project Manager I helps shape and advance project and quality management standards across the Department and be responsible for their practical and consistent application.
The Project Manager I works in a matrix environment supporting a 3rd party utilities. This position leads cross functional project teams which includes Engineers, Engineers-In-Training, Superintendents, Engineering Assistants, Clerks and other technical and support roles.
Key Contacts and Reporting Relationships
The position reports to the Senior Branch Manager. Receives assignments from the Senior Engineers and Technical Supervisor and reports back on a regular basis on work progress and issues. The position supervises Engineering Assistants II
Key internal contacts include Director of Water and Utilities Management, Branch Manager, Utilities Management Branch, All Engineering Branches, Risk Management, Law, Finance and Accounting and Technology Services. Key external contacts include the following utility companies: BC Hydro, Telus, Fortis, Rogers, Creative Energy, Allstream, CMBC and TransLink and similar as well as Private Businesses, General Contractors, Developers and Private citizens. In addition, contacts will include regulatory bodies such as BCUC, CRTC, Technical Safety BC and Worksafe BC.
Specific Duties/Responsibilities
- Supports the Senior Branch Manager in major 3rd party utilities projects that entail significant impacts on street right of way and have cross discipline design and construction teams.
- Provides supervision, leadership and guidance to Engineering Assistants II including hiring, assigning responsibilities, evaluating performance, coaching, mentoring, training and development, and discipline up to and including termination
- Plans out the projects in detail, clearly identifying project scope, budget and schedule as well as project risks, project organization and project management approach. Documents the plans in a Project Charter document.
- Coordinates, assigns and manages inter-departmental review processes for project design drawings and standards, escalating any identified conflicts as necessary to senior staff for resolution.
- Executes projects according to the approved Project Charters.
- Ensures all relevant City Departments are consulted in the process and progress of the project.
- Assists with management of multiple 3rd party utilities, consultants and contractors.
- Assists with all relevant local, provincial and federal permit applications.
- Monitors, forecasts, and reports on project status (cash flows and scheduling).
- Prepares and reports monthly Branch metrics of overall Utilities Management plan reviews and construction
- Procures project resources (design and construction), contract administration, and close out.
- Project reporting, cost estimating, scheduling and measuring project performance.
- Applies and contributes to all Engineering Project and EGBC’s Organizational Quality Management principles and requirements, as defined by the Engineering Project Management Office.
- Develops and implements various project management plans.
- Assists the project team with presentations, public engagement and meetings with various members of the public, stakeholder community groups, and partners. Facilitates stakeholder inputs to arrive at optimum solutions.
- Facilitates meetings and regularly reporting on project status to Managers, 3rd party utilities and project Sponsors. Implements adequate internal controls for reporting to Senior Management.
- Organizes and leads meetings with project team, stakeholders, and vendors as needed and manages actions arising from them.
- Identifies and proactively manages project issues and risks.
- Ensures that project performance meet expectations in terms of timelines and scope completion.
- Ensures proper project closeout at completion including record drawings. Manages the sign-off process for project deliverables from stakeholders. Organizes and conducts a lessons-learned session. Documents and presents a project closeout analysis. Manages and coordinates project staff teams.
- Manages the overall Branch project record drawings including updates to GIS and Vanmap.
- Manages Branch initiatives for continuous improvement using Lean Six Sigma methodologies.
- Other duties/responsibilities as assigned.
Minimum Qualification Requirements
Education and Experience:
- Bachelor Degree in Architecture, Planning, Construction Management, or Engineering from a recognized post-secondary institution or an equivalent combination of education and experience specifically with 3rd party utilities.
- Sound industry experience in project management or 3rd party utilities projects with progressively complex projects leading multi-disciplinary teams, with preference in engineering and construction.
- Formal training in Project Management methodologies preferably consistent with those provided by PMI (Project Management Institute).
- Experience in managing projects that include managing multiple 3rd party utilities, consultants and contractors simultaneously.
- Experience developing and reporting on project and programs, and researching, and preparing business cases for various projects and initiatives.
- Experience in managing teams and diverse stakeholder groups, including internal and external coordination of design and field personnel.
- Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members.
- Experience working in a matrix reporting relationship an asset.
- Experience working on 3rd party utilities projects with a value of over $10 million will be considered a strong asset.
- Experience in hiring, developing, and managing staff in a Collective Bargaining environment an asset.
- Technical Diploma in Civil Engineering Technology, Construction Management or related an asset.
- Project Management Professional (PMP) designation an asset.
Knowledge, Skills and Abilities:
- Knowledge of and experience with 3rd party utilities projects, street utilities bylaw and City of Vancouver Design and Construction guidelines
- Knowledge of various procurement methods and construction management project delivery approaches.
- Knowledge of the City’s street utilities bylaw, Municipal Access Agreements, and historical agreements with 3rd party utilities would be an asset.
- Familiar with the City of Vancouver’s Project Management Framework is an asset.
- Working knowledge of the City’s land use, environment and health policies an asset.
- Ability to manage complex project schedules.
- Excellent written and verbal communication skills to confidently interact with the public by phone, email, Microsoft Teams and in person on contentious topics.
- Demonstrated ability to translate technical information into material that can be easily understood by a broad audience through collaboration with content experts.
- Excellent interpersonal skills to deal tactfully with staff, outside agencies, and the public.
- Excellent presentation skills to public and community groups.
- Demonstrated skill in establishing and maintaining collaborative working relationships with the public, other employees, and officials including working with subject matter experts to respond to difficult questions.
- Ability to present research results, conclusions, and recommendations in graphical and written form.
- Ability to develop databases and collect, analyze, and interpret statistical and narrative data.
- Ability to direct and supervise the work of junior engineering/engineering assistants, Clerks and other support staff.
- Ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both customers and team members.
- Proficiency in Microsoft Word, Excel, and PowerPoint, Visio, Project and Teams
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
