Position Overview:
The Project Manager provides technical expertise and project management services to deliver policies, procedures and plans related to security management and emergency preparedness for Kitchener Utilities
Project Management services include:
- Managing all phases of the project life cycle; initiation, planning, and execution, controlling and closing phases.
Technical expertise includes:
- Writing and developing procedures, work instructions and business processes as well as providing technical support to various business units.
Security Management Plan and Emergency Preparedness Plan
- Understanding code requirements and covering multiple departments within the city (Utilities, HR, Procurement, TIS, Facilities, etc.).
This position must coordinate with senior management and teams across city department to understand various needs and be accountable to develop comprehensive plans. The position has also to liaison with internal and external stakeholders and manage consultants, vendors and subject matter experts
Responsibilities:
- Develop and manage the creation and delivery of policies, procedures and business processes to meet regulatory requirements (CSA Z246.1, CSA Z246.2, etc.)
- Utilize best practice project management concepts in supporting all aspects of security management emergency preparedness plans and related work instructions development and delivery
- Create, review, update and maintain all project documentation
- Identify risks, conduct risk analysis and risk assessments and develop action plans to mitigate risks
- Review industry best practices, conduct market research and prepare feasibility studies, business cases, budget requests and project charters.
- Consult with stakeholders to define requirements, scope, business processes and expectations.
- Lead the risk management process across the various department within the city
- Act as a subject matter expert for the development of Kitchener Utilities specific security management and emergency preparedness plans
- Lead and participate in the preparation of RFPs, bid proposals, contracts, scope of work reports, and other documentation.
- Work with Legal teams to create contracts, terms and conditions and ensure compliance with laws and regulations.
- Investigate, comprehend and interpret various municipal, provincial and federal codes and regulations related to security management and emergency preparedness.
- Utilize and validate security management and emergency preparedness concepts and practices within existing programs.
- Develop and implement new processes to forecast and track benefits and risks.
- Engage and influence senior management and executives through all project phases to ensure alignment and sign-off on key areas.
- Implement change management practices.
- Effectively manage overlapping tasks and projects to identify risks and meet corporate strategic objectives.
- Attend Council, Committee, community, and other public meetings and events as required to provide professional advice, opinion and expertise.
- Perform other related duties as required.
Requirements:
- Must be reliable with a good attitude and employment record.
- 3-year degree or diploma in a related discipline.
- 4-7 years of related experience.
- Proven knowledge in security management practices.
- Proven knowledge in emergency preparedness practices for natural gas systems.
- Proven knowledge of project management practices.
- Proven knowledge in risk management practices.
- Politically savvy with excellent communication and interpersonal skills and ability to work with people at all levels.
- Excellent problem solving and analytical skills and the ability to recommend solutions and resolve issues quickly.
- Excellent knowledge of Microsoft Tool Suite (Word, Excel, Visio, MS Project, SharePoint and PowerPoint).
- Knowledge of formal supplier selection processes such as RFP, RFI and/or RFQ, contracts, and statement of work related to services and products.
- Superior organizational and time-management skills.
- Must provide a satisfactory Police Reference Check (Criminal Record Check) at your own expense as a condition of employment.
