Job description
Valard is Canada’s premier utility contractor, as well as head of the Valard Group of Companies AND part of the Quanta Group, the largest electrical power contractor in North America. Valard has full-service capabilities for transmission, distribution, substations, foundations, telecommunications, and renewable energy construction projects.
Reporting to HR Director & Executive Vice President, Health & Safety, the Manager of Disability and Benefits is responsible for overseeing and optimizing the ongoing disability activities for all Workers’ Compensation claims and non-occupational claims in Canada and the USA. They also lead the Group Benefits Program, Alcohol and Drug program and Mental Health initiatives. This position requires a strategic thinker with strong leadership skills ensure the effective administration, communication, and enhancement of our benefits offering to support the health and well-being of our employees.
Requirements
1. WCB/Insurance
- Lead the development and implementation of Disability services.
- Collaborate with the safety team to gather required information to submit the Employer’s Report to the applicable Workers’ Compensation Board and/or private insurance across Canada and USA, closely adhering to legislated and policy timelines.
- Assist in workplace injury investigation data collection and transfer.
- Maintain communication with all injured workers – at home or on the job site.
- Assist field staff/management as needed for occupational/non-occupational related questions and requests.
- Identify modified work opportunities and develop comprehensive modified work plans, ensure modified work is offered in a timely manner and approve payroll information for modified workers.
- Engage and action return-to-work planning meetings.
- Ensure permanent accommodations are being offered.
- Approve medical invoices/expenses and process in a timely matter.
- Monitor all WCB/insurance accounts to ensure costs are accurate and request adjustments, if necessary.
- Review complex claims, meeting with appropriate authorities on issues.
- Review claims for cost relief.
- Request for review of decision, speaking with Case Managers to negotiate outcomes.
- Request for Appeal on decisions – review of claim and appropriate policies and legal support. As needed, oversee, manage and run appeal.
- Work with all stakeholder(s) to ensure proper WCB/Insurance coverage is in place for employees working abroad.
- Supervise the Disability Coordinator with all non-occupational disability claims as required.
2. Mental Health Management
- Lead the development and implementation of the mental health initiatives and programs to promote awareness, resilience, and support among employees to the entire company.
- Ass employee and management in mental health crisis situations while assisting the employee with return to work.
- Assist in providing material for further training requirements.
3. Employee Benefits Program
- Supervise the Benefits Coordinator.
- Oversee the administration and optimization of the company’s benefits program, including the Group Retirement Savings Plan (GRSP).
- Collaborate with various stakeholders.
- Ensure compliance with legal requirements and industry standards related to compensation and benefits.
4. Alcohol and Drug Program
- Ensure accurate implementation and compliance of policies and procedures related to the alcohol and drug program.
- Review and update all associated policies and procedures as required.
- Deliver educational materials, presentation and training sessions to employees and supervisors.
- Ensure the maintenance of accurate and confidential records and documentation.
- Provide advice to stakeholders for program development and implementation.
5. Additional Duties and Responsibilities:

- Identify gaps and areas of risk as they are understood, making recommendations for improvement.
- Lead and participate in harassment and bullying allegation investigations.
- Escalate issues to the attention of the HR Director or Executive VP of Health & Safety.
- Other duties as required.

EDUCATION & EXPERIENCE
- Bachelor’s degree in a relevant field (i.e., Education, Human Resources, Business).
- Certificate in Disability Management
- 5 - 7 years of experience in Benefits & Disability management
- Benefit designation, or in process of obtaining one is preferred
