To support our department, we are looking for a Full Time Supervisor in the Corridor Management team who is passionate about delivering innovative services for all members of the public who depend on our transportation network every day. The Opportunity:
Reporting to the Manager of Transportation Engineering, this exciting opportunity would be well suited for an enthusiastic, creative, and collaborative self-starter who thrives in an environment of innovation and change. As the Supervisor, Corridor Management, you will supervise the planning and implementation of corridor management activities including the review and approval of municipal consents, work permits, oversize loads, and special event permits. You will supervise the coordination of utility infrastructure work on/adjacent to Regional road allowances, railways, and Regional transportation facilities. The supervisor will also have the opportunity to take the departmental lead on the review and approval of illumination design and installations on Regional roads. Apply your Knowledge, Skills & Abilities:
- You will Supervise Engineering Technologists (Corridor Management) and students.
- Supervise section activities/processes related to permit approvals for work conducted on/adjacent to Regional road allowances, including application review/approval, and preparation of conditions.
- Develop, prepare, and implement long term plans, design standards, operating policies and procedures, methods, performance standards, and equipment and safety practices related to utility infrastructure.
- Review and approve the design and installation of illumination on Regional roads.
- Assist Manager in the administration of the Region’s Waterloo Spur Railway.
- Assist Manager in the administration of the Region’s involvement in the municipal drain process.
- Administer procedures, policies, practices, and by-laws governing work on Regional roads and railways.
- Provide technical advice and guidance related to corridor management to Design & Construction, Planning, Development & Legislative Services, area municipalities, and utility companies.
- Provide technical expertise on roads capital projects.
- Respond to public and stakeholder complaints/concerns.
- Participate on committees and studies with internal and external stakeholders related to traffic/transportation planning, roadway design, and standards.
- Attend area municipal Council and Committee meetings on behalf of the Region.
- Supervise/coordinate inspections of utility service equipment installation, private and area municipal work on Regional road and rail allowances to ensure compliance with approved plans and specifications and issues orders of compliance, as required, to correct construction problems.
- Negotiate utility franchise agreements and related road allowance matters with utility companies.
- Administer operating budget for the installation of illumination on Regional roads; provides input to Manager regarding same.
- Performs related duties as required.
Apply Your Experience at the Region of Waterloo
- Knowledge of corridor management principles and practices, civil engineering, equipment installation, inspection, road and railway design, construction estimating, procurement and inventory control practices, normally acquired through a Bachelor’s degree in civil engineering or a post-secondary education in Civil Engineering Technology, plus progressively responsible related experience in traffic engineering, design and construction of municipal infrastructure, illumination, drainage, rail operations, and traffic operations.
- Membership or eligibility for membership in the Ontario Association of Certified Technicians and Technologists (OACETT) and/or Professional Engineers of Ontario. Incumbents with a CET must have or be actively pursuing a limited engineering license (LEL or LET) in Illumination design.
- Knowledge of and ability to comply with policies, procedures, urban road design principles and guidelines, construction practices, regulations, legislation (e.g., Highway Traffic Act, Ontario Traffic Manuals, Municipal Act, Highway and Transportation Improvement Act, Ontario Provincial Standard Specifications, Ministries of the Environment and Transportation, Drainage Act, health and safety), and collective agreements.
- Ability to read and interpret legislation, guidelines, technical journals, operating and safety manuals, design drawings, and reports. Ability to prepare correspondence and reports using technical language.
- Strong analytical, research, problem solving, and continuous improvement skills.
- Strong leadership, human relations, negotiation, and communication skills.
- Exceptional computer skills with ability to use software such as Microsoft Office and GIS applications.
- Ability to travel within and occasionally outside Waterloo Region.
- Ability to support and demonstrate the Region’s values.
