Job description

This position is responsible for leading and directing the physical performance of the facility. This involves, but not limited to: Recruiting, leading, coaching and training facility staff, managing and maintaining budgets, managing contractors , planning and coordinating infrastructure and capital maintenance projects, leading and implementing safety awareness and processes as per Corporate and OH&S legislation. Will lead, plan and maintain a preventative management system for all facility assets. This position also supports community users, sporting groups as well as a good understanding of risk management for staff and public. Applicant must possess excellent communication skills and ability to respond to and appropriately manage positive staff and customer experiences

Responsibilities
1. Facility Operation and Maintenance – 50%
a. Provide quality recreation facilities, positive customer experiences and safety by managing the day-to-day

operations.
b. Ensure the facility and physical plant equipment is maintained inefficient operational order and ready for
public and staff use, in accordance with all legislation, codes and standards.
c. Monitor, evaluate and troubleshoot the operation of all equipment and operating systems including
computerized control systems, recommending replacement, repair or dispositions to supervisor.
d. Respond appropriately and report to the supervisor any major maintenance and repair issues.
e. Identify opportunities to maximize efficiencies and resources by reviewing, monitoring and making
recommendations to change facility operation practices, equipment and systems.
f. Operate, and conduct regular inspection of all equipment, mechanical systems and fleet to ensure they
are properly maintained and in good working order.
g. Perform general and preventative maintenance of a significant nature or coordinating such work by
contracted service providers.
h. Engage with external contractors, government health & safety officials, other department staff, and
suppliers for major repairs, inspections, certifications as per legislation and codes.
i. Contributes to and implements the 10-year Infrastructure Maintenance Plan for assigned facilities and
identifies facility upgrade requirements, capital projects and equipment needs to their Supervisor.
j. Acts as lead in delivery of facility preventive asset maintenance system. Monitors the operation of building
components and adjusts mechanical and electrical systems for the most efficient use in order to minimize
where practical, operating costs.
k. As required acts as project manager and provides estimates on assigned projects, interprets construction
plans and specifications and ensures completion of tasks. Monitors and reports on required project
deficiencies and reduces operational and public of impact through appropriate work scheduling.
l. Contributes to pertinent contracts and recommends updates as required.
m. Identify opportunities for maximizing the facility usage by collaborating with the programming and
bookings staff.

2. Supervision & Leadership: 20%
a. Model expected behaviours related to work standards, customer service, respectful workplace and time
management.
b. Participates in the recruitment, coaching and training of staff. Supporting employee development by
identifying training and orientation needs in the operation and management of the facility.
c. Stays current and connected to professional development training opportunities, research, trends and
initiatives that will support The City in its facility operations, programs and services.
d. Actively contributes to and effectively supports corporate needs by sharing expertise and participating in
required meetings, and collaborating between facilities regarding staff, projects and initiatives.
e. Participates in On Call responsibilities and effectively supports other facilities in the event of a call out or
emergency.
f. Completes schedules and effective planning to coordinate tasks to provide work direction to facility
operations staff and contractors.
g. Provides for overall facility operation, maintained service levels and supervision, responding to customer
needs, including situations of emergent issues and requirements.
h. Completes regular performance reviews and work planning for staff and makes recommendations to
supervisor for training, coaching, and discipline.

3. Administration & Financial: 15%
a. Contributes to the development, implementation, monitoring and reporting of appropriate facility budgets.
b. Prepare preventative maintenance work orders and inputs completed work information as directed.
c. Completes purchases, including tender processes, as per corporate policy and procedures.
d. Monitors external contractors and staff activities, verifying distribution of material, equipment and labour
costs.
e. In coordination with facility booking staff, develop and review daily facility staff schedules and adjust as
required.
f. Ensure all required information, including all required forms, log sheets, reports and work orders, are
completed, maintained and submitted as required to ensure effective facility operation.
g. Monitor and control admissions and cash collections, ensuring all applicable policies and procedures are
followed.
h. Update and maintains operational manual(s).
i. Monitor budgets related to assigned facility construction, renovation and shut-down projects.
j. Prepare, review, revise and make recommendations to policy and procedures.
k. Contribute to procurement requirements.

4. Risk Management & Safety – 15%
a. Review, implement and update the facility’s Safety Management Program to stay current and ensuring
conformity with all relevant legislations, codes and standards.
b. Lead and participate in the Recreation Safety Management Program (safety meetings, tailgate meetings,
hazard assessments, WHIMS and site inspections).
c. Develop, coordinate and promote responsible risk management practices to provide a safe facility.
d. Reviews and recommends to supervisor any required changes to the Safety Management Program.
e. Conduct or provide regular inspections of worksites, equipment and tools to ensure safety policies are
adhered to.
f. Monitor and coordinate contractors to ensure adhere to all Occupational Health and Safety regulations,
City of Red Deer policies and procedures and other related legislation are adhered to.
g. Monitor the booked facility areas for cleanliness, mitigating risks and responding to damages.

5. Communication and Customer Service: 5%
a. Provide respectful, professional verbal and written direction and response to internal and external
facility stakeholders (i.e. users, volunteers, staff, consultants, facility retail partners, and contractors)
regarding facility operation and use, as required.
b. Respond to public inquiries, incidents and issues by evaluating them and when required recommend a
course of action to the supervisor.
c. Respond to critical incidents, as per corporate procedures, providing information and follow-up to
supervisor.
d. Monitor and control public admission to the facility and evict disruptive public members from the facility,
as required.
e. Print and monitor facility use schedules and bookings, reporting changes and making necessary
adjustments.
f. Act as a liaison to user groups and respond to immediate needs within the facility. (i.e. Minor Hockey,
Track & Field Clubs, Swim Clubs etc.)

Qualifications
One year certificate in business, management, or recreation plus a Recreation Facility Operator Master Certificate OR Equivalent combinations of education and experience operating and directing operations in a recreation related environment may be considered.
Minimum 5 years’ experience in a recreation environment, in the areas of mechanical, hydraulic, pneumatics, arena refrigeration and/or pool mechanical/chemical systems. Similar experience in other public or commercial buildings may be considered.
Minimum 3 years’ experience providing operational direction to staff in a recreation environment, public, or commercial buildings.
Alberta Boilers Safety Association - 5th Class Power Engineering* preferred (*required for Collicutt Centre).
Ability to read and interpret construction drawings, ‘as-builts’ and technical specifications.
Valid Alberta Class 5 Driver’s License.
Current Intermediate First Aid and WHMIS.
Training in Occupational Health and Safety management systems.
Familiar with related safety, fire, building and other codes.
Must be able to be fit tested and successfully wear CSA approved equipment to meet OH&S requirements.
Knowledge and demonstrated competency to work with a variety of Windows-based computer systems including computer-controlled building management systems.
Completion of a satisfactory Criminal Records Check
