Job Summary
Working within the NL Health Services' Enterprise Application Support department, the Systems Analyst II will be required to provide enterprise application support and analytical expertise to all departments within Eastern Health (Clinical, Administrative, Finance, Hospital Support, etc.).

Duties and responsibilities include: plans, implements, and tests code releases and/or configuration changes for all systems in each of the test, staging, production, and disaster recovery environments, provides data quality and assurance services to ensure that a system and data specification are adhered to, complies with provincial standards, and that system aligns with strategic business goals, provides subject matter expertise for all application architectures in supporting departmental, organizational, and provincial standards for government healthcare technology solutions, coordinates Tier 3 support activities for vendor support including incident management, vendor system access, application support and troubleshooting to optimize service delivery and compliance with both Operating Level Agreements and Service Level Agreements, and collaborates with systems, network, and architectural teams to provide application expertise during the design, build and implementation phases of the system development lifecycle.

The Computer Systems Analyst II engages and initiates system, business and technical mentoring of junior team members, utilizing operational process reviews, job shadowing and on-call assistance to ensure optimal performance of all team members, reviews and approves modifications made by junior resources to critical business applications, builds and maintains a close working relationship with internal staff, stakeholders of the systems and external vendors to ensure cooperation and collaboration is available at various stages of refinements, modifications, etc., manages high priority requests for information from government departments (i.e., Departments of Health and Community Services, Government Services, Regional Health Authorities, etc.) and ensures reports are developed and delivered in an efficient manner and develops and maintains operational procedures, functional and technical design documents regarding all enterprise application services.

This position also provides guidance and recommendations for solutions and performs various roles within the Application Division such as collecting and analysing data; planning and coordinating the support for new systems; liaising with users and vendors to troubleshoot issues; and working with the product managers, software engineers and subject matter experts to understand, aid in the creation of, refine, and implement enterprise systems. The Systems Analyst II supports, develops, deploys, tests and documents solutions on existing systems, and assists in the development/deployment of new systems. Tests, analyses, and deploys new technologies, participates in testing, and provides information to the disaster recovery plan. Provides end-user training and provides training, education, second level support and team leadership to other staff, as well as leverages cloud-based services using platform as a service technology for enterprise application development and delivery (i.e. Service Now, Sales Force, AWS).

Job Qualifications
Successful completion of one of the following is required:
A bachelor's degree in Computer Science from a recognized/accredited university; a bachelor's degree in Commerce or Business, supplemented by a diploma in Information Technology/Informatics, minimum one year (900 hours duration); a three-year diploma in Computer Studies from a recognized/accredited college.
A minimum of five years' experience within the last seven years supporting enterprise applications* (client/server) in a health care environment is required, including: working in a Windows and Linux server environment investigating, diagnosing, and resolving complex application issues; and working closely with development teams and external software providers to ensure organizational needs for software are met.
A minimum of three years' experience within the last five years is required in the following: writing reports using tools leveraging SQL such as Crystal Reports, SSRS, Cognos, Power BI or an equivalent system; and leading small to medium operational projects** for enterprise applications.
Certification in Information Technology Infrastructure Library (ITIL) or experience using ITIL best practices.
Working expertise and knowledge of Eastern Zone's core enterprise systems - CRMS, MEDITECH and Med Access EMR.
Demonstrated ability to effectively collaborate with stakeholders within the health care system.
Demonstrated strong leadership skills and the ability to teach and mentor others.
Demonstrated strong analytical, prioritization, organization and communication skills.
Demonstrated ability to employ a variety of technology tools such as programming languages (i.e. VB.NET, C#, Javascript, etc), scripting, command prompt commands, computer related diagnostic tools, analysis of event logs.
A satisfactory record of work performance is required.

**Examples of projects would be application upgrades, enhancements, migrations, and conversions.
