POSITION SUMMARY: Under the general supervision of the Supervisor - Parks & Open Space Planning and the technical direction and guidance of the Landscape Architect, prepares designs and drawings for Parks assets, interprets contract documents to perform construction supervision of Parks construction projects, maintains Parks asset records, and supports Parks Planning operations.
MAJOR RESPONSIBILITIES:
- Prepares designs and drawings for various Parks infrastructure projects including site development, playgrounds, landscaping, site grading/drainage, access roads, parking lots, trails, walkways, sports fields, rinks, courts and park lighting.
- Performs construction inspection and contract supervision of Parks infrastructure projects to ensure compliance with contract documents, drawings, specifications, and City design standards. Addresses field problems encountered on Parks Infrastructure projects and coordinates their resolve. Initiates orders to correct violations of Construction Safety or Contract Documents.
- Performs topographic surveys, GPS data collection, and construction layout surveying using total stations, levels, and GPS survey equipment.
- Creates, collects, and updates Parks GIS asset data records, including evaluation of condition rating.
- Files and records Parks asset record information including CAD files, GIS data, design drawings, as-built records, and asset specifications.
- Conducts playground inspections following applicable standards, identifies asset deficiencies, creates work orders and orders playground replacement parts for Parks Planning and Parks Operations to initiate required repairs, and inspects completed repair work.
- Participates in the monitoring and administration of the Park Utility Locates process including receiving locate requests, processing clearance locates, forwarding locates to the external locate service provider.
- Completes utility permit application reviews in relation to Parks. Reviews design and construction sketches, conducts site inspections, communicates with applicants, and specifies installation requirements to protect Park assets.
- Participates in the preparation and development of contract documents, construction estimates, and tender specifications for Parks Planning construction projects and utility locate service provider contracts.
- Maintains an alphabetical coding system for all facility keys and facilitates provision of keys to Operations as required.
- Liaises with contractors, City departments and external agencies. Answers telephone and counter inquiries from the general public. Supplies information on park areas and assets to the general public as required.
- Researches files and other data sources for specific plans, site layouts and survey data.
- Performs such other related duties as may be assigned.
QUALIFICATIONS:
Education/Experience:
- Diploma in architectural, civil engineering or landscape architectural technology or other related disciplines;
- Minimum Five (5) years directly related experience in Park asset or municipal construction; or
- Equivalent combination of education and experience.
Skills/Abilities:
- Must be proficient in design and construction drawing preparation using AutoCAD, Civil 3D, engineering and mathematical formulas, tables and equations
- Must be proficient in the use of computers and current related software
- Must be proficient using GIS software and work order management software
- Must be courteous & tactful in dealing with the public
- Must possess and maintain a valid Class “G” Ontario Driver’s License, or equivalent
CONDITIONS OF EMPLOYMENT:
- Must possess and maintain a valid Registered Playground Practitioner Certification through the Ontario Parks Association (OPA) or Canadian Certified Playground Inspector Certification through the Canadian Playground Safety Institute (CPSI) or completion of the Certification within 18 months of hiring
- Must remain a competent driver as defined by the Corporation
- May be required to provide a successful driver’s record (uncertified)
- Will be required to travel to various work locations and provide own transportation
- Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
