NSB Omega is seeking a Pipeline Right of Way Inspector for our Client in Burnaby, BC
Job description Seeking an experienced Right of Way Inspector for our Vancouver Products Pipeline (VPPL) with the Client's Fuels Organization. You can expect a dynamic and challenging role. Your main responsibilities will include implementation and execution of the Client's pipeline damage prevention program for the VPPL; overseeing and supporting contractors on site and site project work; and maintaining effective, reliable and efficient operation while ensuring all work is done safely according to the Client's policies
As the Right of Way Inspector, your scope of responsibility will include, but not limited to:
- Actively participate in the Client's Loss Prevention System (LPS), including participation in Near Loss/Loss Incident Investigation, Loss Prevention Observations, Job Loss Analysis, and Loss Prevention Self Assessments.
- Actively participate in implementation of Human Performance tools such as identification of Triggers and Hold Points, Error Prone Situations, and participation in After Action Reviews
- Maintaining a thorough understanding of safeguards in place to prevent pipeline external damage, and conduct field verification to ensure that systems are in place and functioning.
- Develop knowledge of all pipeline systems including line size, block valve locations, product and current status.
- Represent the Client's interests at 3rd Party crossings job-sites to ensure that acceptable crossing practices, ground disturbance regulations, and the Client's Controlled Area Access Agreement Terms/Conditions are followed at all times.
- Respond to any emergency situation - spills, leaks, and contractor violations. Be familiar with the Client's Emergency Response Manual.
- Identify and report all right of way maintenance issues including signage, brushing, or environmental issues such as drainage problems or corrosion immediately to the Area supervisor or designate.
- Recognize and report any safety and/or environmental hazard involving any of the pipelines.
- Recognize and report any potential hazard regarding construction near or on the pipelines.
- Support Community Awareness Program and maintain corporate public image.
- Effectively deal with inquiries and mediation from landowners and contractors. Know when to report issues to area manager or designate.
- Provide work direction to temporary Short Term Pipeline Crossings - Locating Technician(s) utilized for low risk 3rd party inspections on an as required bases.
- Perform all duties in an environmentally sound manner that meets or exceeds regulations.
- Support operations and maintenance duties as assigned.
Qualifications Academic:
- Minimum high school diploma or equivalent is required
- Post-secondary education in construction, project or safety management is an asset
Other: - Valid driver's license is required
- Possess knowledge of local, provincial, and federal ground disturbance regulations
- Possess knowledge of the Client's Standards and Procedures pertaining to all Crossings, Signage, Inspection requirements and Construction Procedures
- Possess excellent Communication skills to effectively deal with a wide variety of situations while representing the Client.
- Possess sufficient construction experience (1-2 years) to witness various types of 3rd Party Crossings as follows: boring, directional drilling, open cuts, hydro-vac, proper backfill, coating repair, test lead installation, road construction, compaction, excavation near live lines, sloping and shoring methods, erosion problems, creek and river crossings
- Possess knowledge of seismic programs and related regulations
- Possess knowledge of how to read and interpret construction, planning and development or other related drawings
- Possess effective time management and planning skills
- Be available for call-outs and to work late or on weekends if required
- Proficient at pipeline locating and operation of gas detection equipment
- A vehicle will be available for use for travel to site locations from the main work location (Lougheed Terminal)
- Travel from home to the main work location is a responsibility of the worker
