Job Description
To provide project management and technical expertise supporting the planning and execution of short and long term system and infrastructure requirements of the Solid Waste Management Services Division.
Major Responsibilities:
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Forecasts short and long-term requirements for the post-collection management of solid waste materials and defining strategies to secure the required system capabilities through new contracted services and/or new SWMS infrastructure.
- Participates in and carries out varied assignments within a broad field of Municipal infrastructure design and construction.
- Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, manages stakeholder expectations, high standards of work quality, organizational performance, documentation and continuous learning.
- Prepares and reviews reports for management related to confidential technical drawings, project schedules, financial and operational plans and business processes.
- Determines and prepares key performance indicators to measure the effectiveness and efficiencies of programs and projects and provides to senior management.
- Provides confidential staffing and labour relations assistance for the program. Supports service and workforce rationalization projects covering multiple divisions, agencies and corporations and attends meetings where confidential labour relations information is discussed.
- Makes recommendations to senior divisional management with regards to service optimization and business process simplifications that could result in alternative service delivery/contracting out, restructuring, changes in staffing levels, downsizing and resource allocation.
- Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, and ensures project expenditures are controlled and maintained within approved budgets.
- Prepares or reviews, and advises on, studies, plans, specifications, design drawings and construction tenders regarding the construction and/or modification of SWMS systems and infrastructure.
- Prepares estimates to assist in preparation of capital and operating budgets.
- Leads project teams and supervises/directs project team members, consultants and contractors. Provides specialized design services, technical advice and expertise to support the units of the Division/Cluster/Corporation. Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
- Identifies, evaluates and provides technical expertise and recommendations for the resolution of issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
- Participates at meetings with the public, stakeholders and councillors. Acts as a technical specialist at project and organizational meetings with planners, administrators, contractors and other external service providers.
- Works with Purchasing, Engineering & Construction Services and Legal Services and other operating Divisions to develop Request for Proposals and/or Tender documents, to procure study, design, construction or services contracts, evaluates responses and makes recommendations for award of contracts. Assists in the negotiation and execution of contracts.
- Assists with the preparation of Committee and Council reports, presentations, purchasing documents, contract plans, specifications and estimates.
- Secures permits and approvals as required from external agencies.
- Maintains relationships with councillors, the public, consultants, government agencies, developers, suppliers and contractors.
- Analyzes business processes and related data to enable continuous improvement and control measures for quality, efficiency and effectiveness of services. Formulates recommendations.
- Reviews and analyzes new technologies and best practices for utilization in existing or future service requirements.
- Tracks and reports on the status of assigned capital projects including work completion and budget and schedule expenditure. Reports on system impacts based on baseline or revised schedules.
- Performs site inspections and condition assessments for construction projects.
- Participates in studies, analyses, surveys, research and helps develop effective solutions for complex problems while controlling measures for quality, efficiency and effectiveness of services.
- Establishes and maintains linkages to other units in the City to co-ordinate input and ensure effective partnership.
- Promotes standardization relating to project administration, documentation, processes and technical design.
Key Qualifications:
Your application must describe your qualifications as they relate to:
- Post-secondary education in Chemical, Civil, or Mechanical Engineering or an equivalent combination of education and technical experience.
- Registration with Professional Engineers Ontario (PEO) or licensing as a Professional Engineer in good standing from another Engineering association within Canada and the ability to obtain a P.Eng licence with PEO.
- Project Management experience in an Engineering multi-disciplinary environment including mechanical, electrical, instrumentation and civil/structural as related to capital infrastructure or processing facilities.
- Considerable project management experience in the field of solid waste management and/or municipal wastewater treatment, or comparable industry experience as it pertains to the application of engineering principles and practices related to the design, construction, operation and maintenance of facilities.
- Experience in planning, leading and managing multi-disciplinary projects and the ability to provide work direction to contractors and consultants.
- Ability to prepare operating and capital budgets, and monitor expenditures.
- Knowledge of facility condition assessments, preventative maintenance programs, and administration of a facility asset management plan.
- Ability to recognize, diagnose and investigate process problems and taking corrective measures to ensure effective and efficient operations and compliance with the applicable regulations.
- Ability to perform as a fully accountable member of a work team using negotiation and conflict resolution skills, and develop collaborative internal and external business relationships.
- Ability to work under pressure and prioritize activities to meet tight deadlines
- Highly developed interpersonal, communication and presentation skills, with the ability to interact effectively with all levels of the organization and to forge solid internal and external relationships.
- Comprehensive knowledge of the Environmental Protection Act and Regulations, Occupational Health and Safety Act, and other relevant Municipal, Provincial, and Federal codes, bylaws, and regulations.
- Proficiency in the use of computer software including Microsoft Excel, Word, PowerPoint, Project, SAP, and Maintenance Management system software.
- Must possess a valid Province of Ontario Class "G" Driver's License and have access to a vehicle to travel to various work locations in a timely and efficient manner.
- Possession of PMP certification from the Project Management Institute (PMI) would be an asset.
