Job description
Under the direction of the Director, Legislative Services, the Manager, Automated Speed Enforcement (ASE) & Administrative Monetary Penalty System (AMPS) is responsible for the development, implementation, and management of the ASE and AMPS program. Responsible for implementation of a comprehensive strategy, policies, procedures, guidelines and program evaluation methods (KPI’s). Provide leadership and technical expertise to build consensus among partners and participants with respect to ASE and AMPS programs in the Town with a range of stakeholders. Ensures the program complies with all legislation, regulations, and bylaws. Undertakes all activities in accordance with department and corporate goals and strategic objectives.
Credentials
Post secondary Degree in Public Administration, Public Policy, Business Administration, Law Enforcement, or equivalent combination of education and experience.
Class G Driver’s license in good standing and reliable vehicle for use on corporate business.
Due to the responsibilities of the position a Criminal Record & Judicial Matters Check satisfactory to the Town is required.
Knowledge/Skills Required
Progressively responsible experience at a senior supervisory level.
Proven skills and experience in policy analysis, regulatory compliance, and business analysis.
Knowledge of municipal bylaws, provincial regulations, and administrative penalty system.
Demonstrated experience managing projects and leading change management initiatives.
Strong analytical skills with the ability to collect, interpret, and present complex data effectively.
Demonstrated knowledge with government legislation and regulation related to enforcement.
Excellent written and verbal communication skills with the ability to present information clearly and concisely to diverse audiences.
Strong interpersonal skills to engage and collaborate with internal and external stakeholders effectively.
Leadership skills to manage a team of professionals, foster an engaged team environment, direct, coach and mentor staff.
Advanced conflict resolution and negotiation skills.
Proficiency in data analysis tools and software would be an asset.
Sound knowledge of project management practices, as well as vendor contract management.
Demonstrated skills to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
Thorough knowledge of budget preparation and management.
Proficient in the use of MS Office (e.g., Word, Excel, PowerPoint, and Outlook).
Demonstrated experience with case management software.
High attention to detail and a commitment to accuracy and quality.
