ABOUT THE TEAM
We specialize in providing York Region employees with high quality, reliable and secure data network, data centre and telephone services. Our mandate is to ensure the appropriate back-end systems are in place to support all the modern information technology tools regional staff require to deliver high quality, client-facing services to residents of York Region. We are integral contributors to the goal of advancing York Region as a data-empowered organization.
POSITION PURPOSE
This position is responsible for managing staff and activities related to planning, acquisition, implementation, change and lifecycle management, monitoring, maintenance, and repairs of data networks; reviewing, tracking, and reporting on network systems performance, availability, quality controls and security; implementing, testing, improving standard operating procedures for day-to-day operations; and support of back-end disaster recovery network environments.
MAJOR RESPONSIBILITIES
- Analyzes and coordinates client requirements, system repairs/updates, design, prototypes, documentation, modifications, and implementation of systems and associated standard operating procedures.
- Coordinates and implements IT infrastructure refresh projects including resource management, financial planning, budgeting, technical support and ensures compliance with Enterprise Architecture standards.
- Documents and maintains infrastructure deployments, support systems, capacities, and standard operating procedures; recommends and implements new systems and processes to enhance client satisfaction and to enhance monitoring of systems performance, availability and capacity.
- Evaluates, selects, and acquires hardware, software, and vendor resources while adhering to budgets; and develops solutions in accordance with Enterprise Architecture standards and infrastructure refresh plans.
- Manages implementation of required capacity, performance, version, and security upgrades.
- Prepares terms of reference; monitors expenditures and provides oversight of infrastructure projects and consultants; prepares business cases and RFT/RFPs for infrastructure projects.
- Develops processes and supplier agreements that support service level agreements.
- Performs research and analysis of networking trends and makes recommendations to guide management in making informed program and policy decisions.
- Monitors and evaluates service delivery to ensure compliance with departmental and corporate objectives while ensuring standards are met and follow governing legislation.
- Oversees operational planning and development of communication, budget, business, and work plans, including resources allocation, and monitors to ensure compliance with business goals.
- Manages staff, including recruitment, selection, hiring, scheduling, assigning, and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action in accordance with collective agreements, Regional policies and practices.
QUALIFICATIONS
- Successful completion of a University Degree in Information Technology or equivalent approved combination of education and experience.
- Minimum five (5) years experience managing large corporate hardware and software networking systems including lifecycle management, installation, repairs, maintenance, staff management, end user management, licenses, service agreements for and of physical and virtual devices and network services data management and privacy.
- Demonstrated minimum of two (2) years direct staff management experience.
- Microsoft Certified Systems Engineer (or newer) certification would be an asset.
- Cisco Certified Network Associate (CCNA) or higher certification.
- Demonstrated experience with the assessment of technology and end user requirements to recommend solutions that are in line with the Region’s strategic direction.
- Experience and demonstrated ability to independently research solutions to complex technical issues.
- Experience and demonstrated ability to lead technical teams and IT infrastructure projects.
- Experience and demonstrated ability creating detailed IT infrastructure diagrams and standard operating procedures.
- Knowledge of trends in the use of information technology systems specific to the Region’s current operating environment.
- Demonstrated knowledge of relevant Standards, Acts and Regulations.
- Demonstrated ability in the Region's leadership and core competencies.
