In this position, you will join our global team of specialists and work directly with clients to ensure satisfaction and be responsible for making key technical decisions in collaboration with senior design staff. You will be to lead large multidisciplinary projects with external partners for the bridge and tunnel engineering sector, liaising with clients, technical managers, financial staff, and other departments to manage overall project deliverables, schedules, and budgets.
Initially, this position is to specifically fill the lead role as COWI’s Project Manager / Coordinating Professional Engineer for the Owner’s Engineer for the Immersed Tube Tunnel portion of the new Fraser River Tunnel Project (FRTP). The FRTP project, which will replace the existing Massey Tunnel between Richmond and Delta, near Vancouver, BC., is being delivered through a Progressive Design-Build procurement, and the Design-Builder is expected to be selected by early May 2024.
The position will require both your strong Project Management skills and your strong Technical skills and will provide you with opportunities to grow and develop your leadership skills.
Your position will be based in COWI’s North Vancouver office, and a significant portion of your time is expected to be spent in the Client’s project office, located downtown Vancouver.
Your key responsibilities will be to:
- Serve as the primary contact for the Client and their Owner’s Engineering Team and maintain COWI’s involvement in the FRTP project, assigning resources and key staff.
- Collaborate closely with the Client, OE Team, Design-Builder, Designer, and other Stakeholders during design development.
- Act as the coordinating professional to direct COWI’s work in various tunnel disciplines along with being responsible for accurate forecasting, resource allocation, scheduling, and budgeting for the FRTP project, and other assigned project(s)
- Lead in enhancing COWI's engineering, quality management, project management, commercial and risk management, and safety practices.
- Contribute expertise to the FRTP project and other assigned projects, ensuring adherence to quality systems and effective communication with internal and external stakeholders.
- Lead the development and implementation of project management best practices, action plans, and strategic initiatives assigned by senior management. This includes writing proposals, managing budgets, and participating in business development opportunities.
- Provide leadership, guidance, feedback, and mentoring to project staff, collaborate with the Business Development team to identify new projects and growth opportunities, and build strategic customer relations to identify large business potential within involved projects.

On top of that, you will:
- Hold a Bachelor's degree or higher in Structural or Geotechnical Engineering along with a P.Eng status in B.C. (or be eligible to obtain it). Engineering licenses in other US states or Canadian Provinces is considered an asset.
- Have 10-15 years of previous related engineering, project management, and business development experience with an emphasis on design, construction, maintenance, and rehabilitation of transportation infrastructure.
- PM training and a PMP Certification are considered an asset.
- Have experience with clients, especially government organizations.
- Have proven ability to prepare proposals and review agreement terms.
- Be able to work with staff located remotely around the world.

Base compensation: $131K to $179K for North Vancouver location. Actual compensation is subject to variations due to education, experience, skill set and/or location.
