Leading ONxpress staff in the performance of their duties through normal and disrupted operational situations, in support of the Metrolinx NOC authority.
Supervising, monitoring, and supporting staff to ensure that all regulations, rules, and Standard Operating Procedures are adhered to.
Continuously monitoring and documenting existing, new and developing events and incidents.
Implementing and adhering the Plan of the Day Process.
Providing suggested revisions to the NOC Plans and Procedures to contracting authority.
Proactively maintaining a high level of situational awareness across the network and ensuring that all communication and debriefs are conducted in an accurate and timely manner.
Responsibility:
Supervising all ONxpress activities and staff in the NOC Centre.
Managing emergency situations and other unexpected events and limiting their impact to railway operations in close collaboration with Metrolinx.
Activating and escalating formal incident management in close collaboration with Metrolinx.
Overseeing the accurate and timely reporting of delays and identifying ways to reduce them.
Preparing and providing the Daily Operating Notice.
Taking actions to identify, address, and report all safety hazards, risks, or behaviors.
Leading a small team of controllers.
Managing ONxpress NOC staff competency.
Identifying sub-standard performance and implementing employee improvement plans.
Holding ONxpress NOC staff accountable through training, coaching, and disciplinary action when required.
Ensuring actions taken by the NOC are aligned with regulatory/legislated requirements, SOPs, corporate policies, and customer expectations.
Developing, updating, and integrating the NOC Standard Operating Procedures.
Developing, implementing, and facilitating Contingency Plans for the management of Degraded Operations.
Conducting investigations and recommending corrective action.
Conducting briefings before shifts and after incidents.
Reviewing incidents, analyzing deviations from procedures, and suggesting proposals for improvements.
Assisting in the preparation of SOPs and operational rules.
Providing support as a Subject Matter Expert to assist in the preparation of training programs and contributing to training delivery.
Guiding the decisions and actions of the ONxpress NOC team to provide the best possible passenger experience while also positively impacting Key Performance Indicators (KPIs).
Representing ONxpress in daily regional transportation coordination meetings and other meetings requested by Metrolinx.
Submitting a daily operations summary of the immediately previous day (the “Daily Operations Summary”) and the Weekly Operations Report.
Reviewing and submitting 48-hour reports following an incident.
Experience:
8+ years of relevant experience in rail operations, public transportation, and/or an operations control center, with at least 5 years in a supervisory or leadership role.
Education:
Technical or transportation related professional degree, or a combination of education and experience that will enable the candidate to be successful.
Certifications or Designations:
IMS 100, 200, 250 and 300.
CMREA.
Canadian Rail Operating Rules (CROR) certification is encouraged.
Driver’s license class G.

Labor Laws, Union Agreements and Occupational Health and Safety regulations.
Usage of Operational IT Systems.
Usage of UHF Radio.
Excellent knowledge of Passenger Rail Transit including operations and maintenance.
