Under the general direction of the Construction Project Management Supervisor, the position will be responsible for the planning, scheduling of new construction and renovation projects, and operating system maintenance of Corporate Facilities buildings and sites throughout the province. Responsibilities include providing direction and guidance to internal and external work teams, including designers, engineers, building experts, as well as contractors, installers, suppliers, security, grounds maintenance, water and electrical systems and the relocation of employees for corporate properties outside of the Winnipeg area. This region is currently comprised of 60 sites and 100 buildings as well as a supportive role for the Winnipeg Facilities Project Section.
Responsibilities
- Responsible for the planning and organizing of all phases of building construction and renovation projects, and service/repairs to building operating systems (including electrical, mechanical, and plumbing) as well as oversee grounds maintenance and site repairs.
- Responsible for maintaining, monitoring, and reporting on project schedules and cost estimates for assigned projects.
- Vetting contractor progress invoicing and process for payment.
- Maintain project cash flows, participate in financial forecasting process, and prepare financial variance explanations/justifications on assigned projects.
- Prepare and administer Capital Project Justifications and planning; budget estimates, prepare project technical specification for tendered contracts, ensuring designs are in compliance with corporate and regulatory safety and environmental requirements and Canadian and Manitoba building codes.
- Tender preparations, review, evaluation, negotiation, and award of various contraction and service contracts.
- Work directly and provide direction to professional consulting Teams – Architectural, Engineering, and interior design - for new building construction and renovations, and service contracts for operation/maintenance services on behalf of the Corporation.
- Preparing reports for the Section Head with status of project activities in the schedules, monitoring activity progress and providing recommendations on how to resolve problems or conflicts and/or how to gain improvements in the schedule.
- Inform Project MGMT Supervisor of proposed changes to project deliverables (i.e. scope, schedule, budget, change orders) and provide input for development of Capital Justification (CPJ) and/or Addendums.
- Participate and conduct project meetings, prepare meeting minutes, and monitor the completion of action items.
- Review all contract documents, drawings, schedules, and processes to ensure a complete understanding of the work and ensure all construction documentation is accurate, legible, complete, obtained in a timely manner, and properly archived for future reference.
- Required to travel to project sites to perform site inspections as project management team for quality assurance, keeping project teams, contractors accountable for meeting project milestones/schedules, and other contractual requirements.
- Position travel requirement to work in the Northern and or other regions of the province minimum one week per month.
Qualifications
- A two-year Technology Diploma from an educational institution of recognized standing that focuses on project planning, design, and construction management; plus completion of three accredited courses in project management and a minimum of four-years related experience.
- OR
- Completion of a certificate or diploma in a related discipline: Project Management (PMP) Certification, Certified Associate in Project management (CAPM), plus completion of four accredited courses in project management plus five-years related experience.
- OR
- Minimum Grade 12 education, a Manitoba Red Seal Certification of Qualification as a Journeyperson Carpenter or Electrician, plus completion of Project Management courses: (PMP) Certification, Certified Associate in Project Management (CAPM), plus five years related experience.
- Proven ability to read and understand architectural, engineering drawings, and specifications.
- Must have a thorough demonstrated knowledge of commercial buildings, including however not limited to, planning, design, and construction together with a working knowledge of buildings and building systems including, structural, mechanical (HVAC), electrical, plumbing, well systems, voice & data communication and other systems related to security, safety and operations.
- Must have working knowledge of Federal and Provincial Codes and Standards, which include however not limited to Part 9 and Part 3 of code, and Safety and Occupational Health Rules as they apply to the construction of buildings, grounds, and associated plants.
- Demonstrated ability in planning and directing multiple construction projects, building renovations, construction of new facilities, managing a variety of emergency calls for maintenance and repairs.
- Must be capable of planning and scheduling multiple work groups to achieve project milestones, and budgets.
- Must be capable of liaising between clients, designers, contractors, and engineering experts at various levels, with experience in contract administration, specification, and report preparation.
- Must be capable of assembling scope of work and writing technical specs for various types of projects.
- Implement and administer contractor service contracts.
- Must be proficient in Copper leaf (C55), SAP, MS Project, Word, Excel and AutoCad or AutoCad LT.
- Must possess initiative, self-motivation and mature judgment with ability to discuss and resolve problems and implement sound decisions.
- Must be available and able to travel across the Province of Manitoba as required on a project basis; which may include aircraft.
- Must possess a valid Manitoba Motor Vehicle Driver's Licence.
Salary Range
Starting salary will be commensurate with qualifications and experience. The range for the classification is $37.75-$52.26 Hourly, $72,340.32-$100,136.40 Annually.
