HUMAN RESOURCES BUSINESS ANALYST
PEOPLE & TALENT OPERATIONS
NorQuesters are difference makers and we’re searching for someone dedicated to making a difference to join our People & Talent Operations team as a Human Resources Business Analyst (HRBA). The HRBA will develop a strong understanding of college and portfolio strategic plans, commitments and legislative requirements and will develop and implement solutions to achieve those outcomes. The HRBA will make this happen by identifying, developing, and implementing process improvements within the portfolio, increasing availability of data to inform decision-making, and leveraging technology to optimize organizational effectiveness within People & Culture and to those we serve across the college. They will maintain knowledge of emerging trends in data analytics, metrics, technology, and processes and make recommendations to help evolve People & Culture and the portfolio and the college as a whole in these areas. HOW YOU’LL MAKE A DIFFERENCE
Business Solution Identification, Development & Implementation
- Maintain a deep understanding of relevant strategic and operational guiding principles to inform approaches and solutions.
- Identify issues, opportunities, and solutions to support successful business outcomes related to NorQuest’s internal and external context.
- Seek ways to improve, streamline and automate processes within People & Culture, focusing on enhancing employee experiences.
- Facilitate discussions, conduct research and propose and implement solutions to address a variety of business challenges.
- Analyze impact of new functionality alternatives to business processes, identifying opportunities and strategies for future customizations.
Testing and System Maintenance
- Complete quality control audits and testing of portfolio systems to ensure data is complete and accurate making changes as required.
- In partnership with Business Technology Services (BTS) manage configuration of P&C systems to ensure that they are delivering expected outputs, troubleshooting with external vendors as necessary.
- Complete testing based on usual and abnormal scenarios to accurately ensure systems behave as anticipated, following through with adjustments personally or through others as required.
- Document system enhancements and customizations.
System and Client Support
- Partner with BTS to implement system changes as required.
- Troubleshoot and support users on HR systems as the People & Culture subject matter expert.
- Develop and deliver user training on systems and processes.
- Develop and maintain business process documentation for training and reference purposes.
- Maintains and updates the college’s intranet, SharePoint and other internal websites for People & Culture.
- Manages shared drive folders for People & Culture, ensuring that best practices, internal college processes, and confidentiality considerations are consistently factored into approaches.
Data Analysis and Reporting
- Ensure data required to calculate the key metrics is available and used effectively.
- Assess and select tools and information sources to extract data for reporting to internal and external groups and individuals.
- Design data queries to support college reporting requirements.
- Support with projecting staffing needs based on metrics.
- Regularly analyze data to ensure data validity and reliability.
- Respond to data requests in a timely manner in alignment with requestors’ needs on an as needed or cyclical basis.
- Compile data required for collective bargaining negotiations, labour relations case management, benefits administration, external surveys/ reporting and analysis of potential new projects or initiatives.
- Supports external and internal audit processes by directly sourcing requested information or liaising and coordinating with relevant members of the People & Culture team as required.
Project Support
- Supports with tasks related to projects within People & Culture by assisting with vendor selection processes, facilitating or participating in needs identification tasks offering expertise and critical perspectives from an HR perspective and completes associated tasks.
- Work closely with BTS and the Strategic Project Management Office (SPMO) to develop business requirements, evaluate and implement solutions.
WHAT YOU BRING
- Bachelor’s degree in business, Human Resources or another related field of study.
- CPHR designation is an asset.
- Business Analysis certifications strongly desired.
- 5- 7 years’ experience in Human Resources in similar roles.
- Experience in Power BI would be an asset.
- Experience working within HR Information Systems, Applicant Tracking Systems and other HR-related software and business analysis applications.
- Knowledge of SQL (structured query language), PeopleSoft Query, and PeopleTools required.
- General knowledge of relevant legislations associated with employment, privacy and data is required.
- General knowledge of information management and data storage is required.
- An equivalent combination of related education and directly related HR professional experience may be considered.

- Strong analytical and problem-solving skills with a proven track record of proposing and implementing innovative solutions that advance organizational efforts.
SALARY: $68,192 - $85,241 reflective upon what you bring AKA your education and experience. This is a full-time permanent position with immediate access to our great pension and benefit programs.
