How will you contribute?
Reporting to the Director, Talent Optimization and Employee Well-Being, the incumbent provides professional and functional guidance in defining the development and implementation of policies, practices and strategies to promote sound employee and labour relations at the Senate.
As Senior Advisor, Employee and Labour Relations, you will be responsible for a corporate-wide and integrated employee relations strategy supported by programs and policies for the Senate Administration as well as senators and their staff. This includes interpreting and administrating collective agreements, terms and conditions of employment and related legislation/policies impacting organizational effectiveness in the areas of performance management, absenteeism, discipline, grievances, harassment prevention, and conflict resolution.
Key responsibilities of this position include:
- Planning, developing, implementing, and managing the delivery of employee relations programs and services.
- Grievance handling, including the provision of strategic advice and recommendation of solutions or settlements, as appropriate, negotiate settlements within an approved mandate, prepare grievance replies, draft agreements, etc.
- Providing advice and guidance on handling a variety of labour and employee relations issues (including disciplinary matters) and labour relations trends and arbitral decisions to the Senate Administration management team, senators and employees on various employment related matters,
- Participating in the development and implementation of workplace policies and procedures and providing interpretation of Senate policies, collective agreements, terms and conditions of employment and applicable legislation.
- Delivering or ensuring the provision of organizational support in conflict management and coordinating access to Informal Conflict Management Services.
- Supporting the collective bargaining process for the employer, including the preparation of mandates and conducting research to support the bargaining process.
- Developing comprehensive analysis, briefings, reports, communications materials and plans, presentations and business cases for broad audiences.
- Developing and delivering training and information sessions on labour and employee relations topics in order to ensure that policies and procedures are understood and applied effectively by employees and management.
- Contributing to the attainment of organizational strategic goals and objectives.

Prerequisites
- Successful completion of a post-secondary degree in Human Resources, Industrial Relations or a related field or having an equivalent combination of education, training, and experience;
- Significant experience briefing and providing strategic advice and recommendations to senior management on complex or sensitive labour and employee relations issues, as well as preparing reports or written documents such as briefing notes, grievance responses, and presentations to varying levels of leadership;
- Recent and significant experience in the interpretation and application of legislation, regulations and collective agreement provisions, and the development and implementation of policies or initiatives related to labour and employee relations;
- Experience contributing to the collective bargaining process, including the development of mandates, analysis and redaction of proposals and counter proposals;
- Demonstrated experience building positive labour relations and collaborating with key stakeholders, such as bargaining agents and local union representatives;
- Experience interpreting and applying the Parliamentary Employment and Staff Relations Act (PESRA) is consider an asset;
- Experience managing harassment and violence in the workplace per Part II of the Canada Labour Code and its associated regulations is consider an asset;
- Experience managing the coordination of informal conflict resolution programs and services is consider an asset.
