POSITION SUMMARY

 

Under the general direction of the Executive Director, HR Transformation & Analytics, the incumbent manages Human Resource policy development and implementation including identification and coordination of required resources, consultation with stakeholders, communications, systems-related issues, training and documentation (including updates to HR knowledge articles and website content, as appropriate). Working with the Office of the University Counsel, the incumbent drafts, or coordinates the drafting of policies and any supplementary guidelines and/or procedures.

 

The Senior HR Policy Consultant position is a resource to members of the PSEC portfolio and to Divisional HR Offices on questions of policy, policy development, and policy interpretation. Under the direction of the Executive Director, the incumbent works with members of the portfolio to develop resources and tools to improve the quality and consistency of HR practice across the portfolio, keeping abreast of Human Resource-related best practices, new and strategic developments, trends, etc., relating to Human Resources policies and programs. The incumbent develops and oversees HR internal controls and works with senior HR leadership to ensure University-wide compliance with current and future provincial employment legislation, policies, and collective agreements, partnering with PSEC’s immigration team as needed where there is impact to foreign nationals.

 

The incumbent provides support to the Assistant Vice-President, University Human Resources and the Executive Director in relation to the committee and project work associated with their respective portfolios by conducting research and providing analytical and/or design input as a leader, resource to, or member of a project team, preparing and assembling background information and material or special reports, analyzing, evaluating data and statistics, ensuring meeting logistics are in place, and providing strategic advice to the ED in preparation for meetings. The incumbent may be called upon to represent PSEC on University-wide projects, working groups, and committees that require Human Resources representation.

 

QUALIFICATIONS REQUIRED

 

I. EDUCATION:
University degree in a relevant discipline and course work in the Human Resources field leading to the completion of the CHRL designation or equivalent combination of education and experience.

II. EXPERIENCE:
Minimum six (6) years' progressively responsible and related human resource experience with an emphasis on interpretating complex HR regulations and policies for clients. Demonstrated experience in managing and implementing a variety of projects. Experience with collective agreement and employment policy or guideline development.


III. SKILLS:
Proficiency with MS Office and project management tools (e.g., Excel, Outlook, Word, Access).

 

IV. OTHER:
• Demonstrated strength in policy development, preferably in a complex environment
• In depth understanding of HR policy, preferably in the University or Broader Public
Sector
• Ability to plan and conduct policy-related consultation with stakeholders
• Ability to communicate effectively with a variety of audiences including senior leadership, employees and other key stakeholders
• Experience building cross-functional partnerships and influencing stakeholders across the organization to act without having a direct reporting relationship
• Problem solver, able to troubleshoot issues independently or escalate when necessary; sense of accountability and sound professional judgment
• Excellent leadership and coaching skills
• Superior written and oral communication skills
• Experience influencing and advising on a wide range of compliance issues
• Demonstrated ability to manage complex strategic projects
• Demonstrated strong analytic capacity and experience building structure in a complex, ambiguous environment
• Knowledge of employment laws including Employment Standards Act, 2000, Occupational Health and Safety Act, and Workplace Safety and Insurance Act, 1997, and related guidelines and government policies and programs
