About Us
As part of the Newfoundland and Labrador Health Services, the Digital Health division provides quality information to health professionals, the public, researchers, and health system decision makers. Through collaboration with the health system, we support the development of data and technical standards, maintain key health databases, carry out analytics and evaluation, and support health research. We support healthcare within Newfoundland and Labrador, including patients and communities through the delivery of information technology (IT) and digital health services applied in the healthcare system to provide quality care. Our mandate includes the development and implementation of a confidential and secure provincial electronic health record as well as other provincial clinical information programs, including the change management required to support adoption by end user clinicians.
In alignment with the Provincial Health Accord, NL Health Services will be replacing Meditech Magic and Client Server, (CRMS) as well as other digital health systems with a new leading- edge Health Information System (HIS). This project will be the largest health care system implementation ever launched in Newfoundland and Labrador. This transformational change will allow us to join other Canadian provinces in the modernization of our provincial health information system. In support of the HIS project, it has been determined that the NL Health Services will require a Senior Advisor.
About the Role
The Senior Advisor- HIS Implementation ensures that the project realizes the targeted Transformation Agenda for the HIS, and targeted benefits. The Senior Advisor works under the direction of the HIS Steering Committee and the Executive Director.
You will be responsible for, but not limited to, the following
- Advance and monitor the transformation's quantitative benefits.
- Works closely with the Executive Director, CMIO, CNIO, Project Management Office (PMO), the Change Management Director, the Director of Clinical Informatics, and the Director of Analytics.
- Provide ongoing strategic guidance, coordination, and collaboration support for the Core Project Team and Executive Steering Committee, including by facilitating key meetings, conducting ad-hoc analyses, and preparing presentations. Ensure continuous alignment to benefits realization in project decision-making.
- Maximize the benefits realization potential of the HIS Implementation through the development and oversight of a Benefits Realization Program designed to continuously reinforce alignment to the project vision, goals, and target benefits through the monitoring and activation of associated KPIs.
- Define Project Design Decision Playbook and associated Tier 1 design decisions to guide NLHS stakeholder decision-making on lower-level design decisions. Oversee HIS Implementation design decision-making at key junctures to reinforce adherence to established design decisions.
- Ensure the Province's adoption readiness for the HIS implementation by facilitating the identification of clinical readiness requirements and the associated activities needed to prepare people, policy/process, organization, systems, and data for an effective transition.
- Provides strategic oversight and orchestration of the overarching HIS Implementation to ensure alignment of Executive Steering Committee and Core Project Team activities to the project vision and goals.
- Support team meetings across Core Project Team, Executive Committee by providing ad- hoc analysis and presentations and ensuring alignment with overarching objectives of the transformation.
- Facilitate the making of key HIS Implementation design-decisions aligned to established design principles to further benefits realization.
- Oversees the Benefits Realization Program, ensuring the appropriate identification and monitoring of target benefits and KPIs.
- Support the establishment of dedicated resources and entities in parallel with the HIS Implementation to maximize benefits realization
- Support the development of strategy, tools, and processes for clinical adoption to address, people, clinical, process, system, data and policy readiness
- Generate strong engagement from the Benefit Leads
- Identify/monitor risks. Identify key operational impacts to project. Prepare remediation strategies for the Project Manager
- Provide leadership, advice and expertise to the organization to support a provincial health system that is undertaking transformational change, large-scale integration, continuous improvement, process re-engineering and innovation to deliver on its commitment to excellence and enhanced performance to create a high performing health system.
- Work closely with colleagues in developing system wide approaches to drive quality and undertake transformational change, large scale integration, standardization, process improvement / re-engineering, quality improvement and innovation to deliver on its commitment to excellence and transformation
- Accountable for the implementation, operationalization, ongoing management and monitoring of provincially integrated strategic priorities, quality outcome metrics and programs.
- The incumbent will have a demonstrated ability to undertake evidence-informed (data- driven) decision making in innovation, knowledge transformation systems and creating environment for innovation adoption as well as practical experience in strategy, policy development, leadership and program and project management.
About You
Your education and experience include:
- Bachelor's or Master's Degree
- HIS experience - at least 2 prior implementations or long-term experience with HIS support is an asset
- Strong Transformation Management experience
- Strong communication and organizational skills
- Strong experience with KPIs management
- Past success with large-scale system projects
You have the following skills and abilities:
- Able to work with clinical experts to develop and implement care models and clinical pathways as well as experience in developing innovative approaches with public, private and third sector partnerships.
- Communicate with people effectively
- Reinforce the importance of the project together with the executives and the Executive Director, and provide consistent communication to the project team
- Provide perspective on common challenges and strategies for success
- Approach problems constructively by focusing on how to move the project forward
- Appropriately match team member skills to team responsibilities
