In this role, you will:
- Lead and manage Repair and Overhaul (R&O) activities to ensure those services meet the Materiel Certification requirements for Victoria Class Submarines in support of the Victoria In Service Support Contract (VISSC).
- Conduct the day-to-day operation and management of materiel support activities. This includes but is not limited to:
- Managing designated R&O contracts as discrete projects, including the specification of technical requirements and verification criteria for the R&O activities.
- Managing the Boat-to-Boat equipment list for contracted refit periods.
- Determining appropriate Source of Repair for designated equipment.
- Prioritizing material overhauls within DND forecast limits and within the established budget.
- Assisting DND as the Materiel Support subject matter expert.
- Liaising with the Commercial, Technology and Engineering teams.
- Assisting with purchasing and cataloguing requirements.
- Generating scheduled and bespoke reports.
- Manage a Canadian-focused R&O pipeline by engaging off-shore Original Equipment Manufacturers (OEMs) with a view to conducting their work in Canada or establishing licensed representatives in Canada.
- Develop and maintain supplier relationships with OEMs and authorised repair facilities.
- Schedule site visits to repair facilities to witness and resolve outstanding issues, witness Factory Acceptance Tests, assess new facilities for possible inclusion on the Approved Supplier List or R&O activities.
- Understand IRB / ITB policy and requirements and brief suppliers as required.
- Conduct and/or assist with Technical Investigations as requested by DND.
- Assist/advise DND with Engineering Change, technical refresh, upgrade, or replacement options for equipment.
- Liaise with Classification Societies as required.
- Develop functional requirements in support of the ERP Project; and maintain the accuracy and completeness of R&O data within the chosen system.
- Develop and implement processes and work instructions for the performance of R&O activities.
- Develop and implement performance improvements to Maintenance and Repair Programs.
- Conduct overview sessions of R&O process and requirements for Babcock, DND, and/or Repair Facilities as required.
- Establish training briefs for subcontractors as required.
- Manage the VISSC R&O Budget, including forecasting out a minimum of 2 years.
- Attend trade shows (MariTech, CANSEC, DEFSEC, etc) as a supply chain representative with a view to identifying new capabilities advantageous to Babcock and DND.
- Develop and drive continuous improvement initiatives that support the business need to enhance capabilities and increase operational effectiveness.
As our ideal candidate you bring:
- A minimum of ten (10) years relevant experience. Naval experience in a technical trade, such as marine engineering is highly desirable, as is experience as a Life Cycle Material Manager.
- Leadership and management experience.
- Detailed knowledge in materiel management for major equipment and/or systems.
- Strong interpersonal skills for collaboration with subject matter experts, colleagues, and suppliers.
- The ability to work professionally and objectively managing multiple stakeholders, providing a clear focus and consistency in approach.
- Proven project management skills including; budget forecasting, tracking and execution.
- You are skilled in the use of Microsoft Office applications, specifically Excel, PowerPoint and Outlook.
- You are experienced with Enterprise Resource Planning (ERP) systems. Experience with either Industrial and Financial Systems (IFS) and Defence Resource Management Information System (DRMIS), would be considered an asset.
- You are eligible for a Canadian Secret Security and ITAR Clearance
