Central Agencies I&IT Cluster offers you an opportunity to apply your sound financial management and analysis, strong leadership skills, combined with your knowledge of IT business to make an impact.

The Business and Service Management Branch of the Central Agencies I&IT Cluster (CAC) is looking for an enthusiastic hard-working individual with a strong financial discipline and good planning and organizational skills to join the Financial Controllership and Reporting Unit. You will deal with a variety of stakeholders and clients to deliver robust forecasting and budgeting services, financial reporting and analysis, financial advisory services, accountable business and operational planning, and provide strategic advice to Senior Management with regards to the CAC Clients (Treasury Board Secretariat, Ministry of Finance, Cabinet Office and the Office of the Premier.)

Applying analysis and interpretation of IT business and financial information, you will deal with the overall cluster budget, operational business plans, your assigned portfolio budgets and client services recoveries.

As an experienced financial professional, you will be coordinating and leading financial forecasting and budgeting activities, running and analysing financial reports, and providing advice to management regarding the development of cluster operational plans, portfolio budgets and client service recoveries. You will also be required to assist clients in reviewing existing costing models and developing new ones to support various IT services.

Note: This position is located at 33 King Street West Oshawa and/or 222 Jarvis Street, Toronto; however, alternate work arrangements including flexible hours, hybrid remote work, and compressed work week may be available.

What can I expect to do in this role?

You will:
• Provide strategic financial advice to the Central Agencies I&IT Cluster (CAC) management, as well as to senior management of client ministries and divisions (e.g. Treasury Board Secretariat, Ministry of Finance, Cabinet Office and Office of the Premier).
• Lead the financial elements of the I&IT business planning process, develop business plans, I&IT project plans and other key business documents to support I&IT initiatives and funding.
• Develop annual IT operational plans for the cluster's system and application sustainment and project activities, and provide on-going monitoring and reporting on actual results against plan.
• Develop concept and project proposals in response to clients' business needs in the area of IT and total cost of ownership.
• Coordinate and manage the IT planning and governance processes.

How do I qualify?

Financial Management Knowledge:

• You have strong financial management skills and have demonstrated knowledge of forecasting and fiscal planning, contract management, pricing, costing and funding models and business case preparation to guide staff in applying large and complex IT financial and economic models in the areas of forecasting, simulation and expenditure analysis.
• You have knowledge of procurement and administrative standards and procedures in order to prepare technical specifications, make technical assessments and recommendations on bids, participate in and negotiate contract agreements and manage vendor performance.

Technical Leadership and Project Management Skills:

• You can help define and implement new financial automated processes and controls.
• You can provide technical leadership in the area of business analysis and planning, development of associated processes and procedures, and lead the development of cluster costing, pricing and allocation models for one-time and on-going IT support activities.
• You have knowledge of the project life cycle management, tools and techniques and architectural processes, and have the project resource management skills to plan, estimate, budget, coordinate and deploy assigned human, financial and material resources.
• You have knowledge of cluster and corporate technologies and technological plans and directions to ensure option development and recommendations are in compliance with corporate and ministry strategies, plans and policies.
• You can identify technology related issues and opportunities including early identification of potential problems and areas requiring intervention to avoid costly mistakes and incompatibility issues.

Analytical, Research, Evaluation and Problem Solving Skills:

• You have demonstrated analytical, research, evaluation and problem solving skills to develop an understanding of the assigned cluster's architecture needs and directions, and to analyze large amounts of information to carry out analyses and projections to support business case development.
• You have the ability to translate complex model IT application issues into plain language, think strategically within the I&IT system perspective and understand impacts of different scenarios for all project work within CAC portfolios and lead the submission, screening and prioritization processes as process owner (i.e. support for I&IT project gate reviews and approvals at all gates (0 through 5).
• You can apply risk management techniques in identifying and assessing architecture options.
• You have conceptual skills to understand the exigencies of application planning in order to cost-effectively and efficiently meet cluster and portfolio client needs when developing business case plans, related options and their pros and cons.
.• You can analyse and assess planned/requested application projects in the assigned clusters and examine options that support goals of application rationalization, re-use and modernization across the OPS.

Communication and Consultation Skills:

• You have demonstrated communication skills to conduct consultations, develop materials and make presentations to business area management teams, vendors and other relevant audiences.
• You have client service skills to provide expertise and consultative advice and support to cluster and enterprise contacts and clients for financial business planning and reporting.
• You have business relationship skills to create opportunities to initiate relationships, build and maintain relationships.

Computer Skills:

• You have knowledge and skills in computer systems and applications used in the processing and analysis of information, including financial/budget information, in order to develop, implement and manage information systems which promote the accuracy and integrity of information.
