- Examine construction drawings to extract required information for timely estimates used in quotations and verify client invoices.
- Perform bid estimations and preparation.
- Coordinate project scheduling from start to completion.
- Manage budgeting and cost accounting for all projects.
- Accurately interpret contract documents and provide quality estimates aligned with the likely construction process.
- Assist in the development of the estimating system and database.
- Attend estimating meetings and contribute insights.
- Handle contract estimation, including contracts, insurance, and other necessary paperwork.
- Interact collaboratively with other Project Managers.
Duties and Responsibilities: - Read, understand, and interpret drawings and specifications.
- Tailor estimates and proposal response documents for unit rate and lump sum contracts.
- Participate in constructability, staging, and schedule reviews.
- Complete detailed quantity takeoffs.
- Prepare and finalize tender packages for management review.
- Identify areas of risk and information gaps, seeking direction from senior department staff.
- Format and construct estimate cost breakdowns using Bid2Win software.
- Propose and apply resources for labor, equipment, and materials in estimates.
- Solicit and organize sub-contractor and supplier quotations, negotiating to meet contract requirements.
- Participate in tender closings.
- Manage project work plans, schedules, budgets, progress estimates, and resources.
- Assist with site management during slow periods.
- Conduct site visits and meetings.
- Supervise and manage site activities.
- Engage in professional interactions, lead project meetings, and document meeting notes.
- Manage project financials, including change orders, client approval, invoicing, and project closeout.
- Ensure project documentation, maintenance manuals, deficiencies, and warranty work are appropriately handled.

The Successful Applicant
- Post-secondary education in Engineering, Construction Management, or a related field.
- 3-5 years of progressive construction experience, with leadership and mentoring preferred.
- 5+ years heavy highway and/or bridge experience.
- Experience with civil works and water, sewer, and storm systems related to bridge structures preferred.
- Proficient in takeoffs with Bluebeam or similar software.
- Working understanding of construction equipment, techniques, drawings, specifications, project health, safety, environment, and required standards.
- Basic understanding of construction law and contract specifications.
- Excellent verbal, written, and interpersonal communication skills.
- Flexibility and ability to work in a fast-paced environment.
- Planning, organizational, and time management skills.
- Ability to create a comprehensive schedule.
- Ability to administer subcontracts and contract documents.
- Proficient in Microsoft Word, Excel, Outlook, MS Project, and ability to learn new project management software.
- Ability to read and interpret contract documents, contract drawings, and grades.
- Survey experience is an asset. Experience with other scopes of construction is an asset (earthworks, concrete, bridge work, structural, industrial, etc.).
- Team player with the ability to work cooperatively and collaboratively.
- Civil (CET) experience is an asset.
- Experience with Bid2Win and other bidding software is an asset.
- Current Standard First Aid and relevant safety tickets considered an asset.
- Valid driver's license and clean driver's abstract required.
