POSITION DESCRIPTION Municipal Works

This description reflects the general details considered necessary to describe the principle functions of the position identified, and shall not be construed as a detailed description of all the work requirements that may be inherent in such classification.

POSITION TITLE: Drinking Water Quality Management System (DWQMS) Coordinator

DIVISION / DEPARTMENT: Municipal Works / Operations

SECTION: Water & Wastewater Services

RESPONSIBLE TO: Compliance Program Manager

SUPERVISES: Union staff when performing compliance-based tasks

WORKING CONDITIONS: Office environment (100%)

POSITION SUMMARY: Responsible for the City’s Water compliance programs such as the maintenance of the Drinking Water Quality Management System (DWQMS), Water Operators Licencing Training and the City’s backflow prevention program. This position will also act as the backup QMS representative.

RESPONSIBLE FOR: 1. Aid in developing/updating procedures to ensure all water operations are executed in accordance with City requirements and with legislative & regulatory requirements. 2. Record keeping of all components for the City’s DWQMS accreditation requirements. Assist with the development, maintenance and continual improvement of the Drinking Water Quality Management System. 3. Assure compliance with legislation and regulations including the Safe Drinking Water Act, Ontario’s Municipal Drinking-Water Licence Program and any other Water related legislation or regulations. This includes aiding in the MDWL renewals and DWS profile adjustments. 4. Apply legal requirements related to Water operations to all aspects of work. Log water records according to legislative, regulatory and municipal requirements. 5. Maintain the DWQMS Internal Auditing Program, including corrective actions identified as a result of internal audits. 6. Coordinate training and licensing programs including, maintenance of training records, tracking of licensing requirements, obtaining training providers and, where required, delivery of DWQMS awareness training to Union and Non Union staff. 7. Maintain a training regime to ensure that all certified and licensed staff receive mandated training. 8. Provide support for to DWQMS Accreditation Audits, Internal Audits and MECP inspections. 9. Prepare draft reports as required by Provincial Legislation. Ensure that proper notification processes are followed for reporting of Adverse Water Quality Incidents and exceedances, that follow-up requirements are carried out as required, and that all related documentation and records are readily retrievable.10. Aid in the development and administration of the City’s Backflow Prevention Program. 11. Responds to and documents general public inquiries and complaints regarding water quality issues.

POSITION REQUIREMENTS / QUALIFICATIONS:  Minimum is a two (2) year completed college diploma relating to compliance, technologist, or environmental programs.  At least three (3) years related experience in Water operations and/or a QMS environment.  Intermediate Microsoft office, geographical information systems, database application and maintenance management system skills.  Past or current Drinking-Water System Operators’ Licence would be an asset.
