Job description

This is a contract position for a Solutions Designer for our public sector client.
Work location: Downtown Toronto
Duration: Twelve Months
7.25 hours/day
This is a Hybrid role that requires the candidate to be onsite 3 days of the week (This is a mandatory requirement of the role and is non-negotiable outside of exceptional circumstances.)

Responsibilities
Undertakes the design of BI technology solutions based on the client’s service specifications, standards, policies, best practices, and cost models; in order to meet client application business requirements and project/initiative deliverables.

General Skills:
- Knowledge of related best practices, OPS directory/messaging standards, standard infrastructure/architecture management, service delivery processes, infrastructure policies, procedures and direction, cost models, and procurement processes.
- Ability to gather client business requirements; corporate I&IT information mandates, client information technology strategic plans, environment, and standards.

- Ability to participate in the development of solutions and provide advice on short/long-term solution service development activities.
- Knowledge of leading-edge technologies design criteria, security and recovery procedures, preparation of technical specifications for installation, testing, and performance of integrated, multi-service systems; assess performance and capacity of existing system making recommendations for improving performance and developing technical documentation.
- Experience planning, migrating, implementing, and sustaining large complex system development projects.
- Knowledge of technology developments, trends, and new products to evaluate client applications’ short and long-term technology requirements.
- Basic knowledge of project management methodology (e.g., PMBOK), analytical tools, and processes.
- Conceptual and analytical skills to assess and evaluate client needs and conduct cost/benefit analyses for new technology requirements in planning and designing solutions.
- Experience designing and developing large, complex, highly available, mission-critical applications.
- Experience with systems evaluation to assess conditions, technical performance, and capacity of existing systems and determine the need and feasibility of expansion, renovation, or replacement.

Key deliverables to be performed by the Solution Designer include, but are not limited to, the following:
- Complete work and achieve milestones within the assigned deadlines.
- Work on the conversion of older reporting solutions involving R scripting to ETL for use in the Microsoft BI reporting stack.
- Consult with clients and manage business analysis in order to assess clients' business problems/opportunities and to identify business and technology solutions suited to client needs.
- Develop a realistic backlog management process and contribute to preparing the overall project schedule.
- Ensure a defined Change Management Process is followed for any change from the agreed scope, schedule, or quality.
- Liaise with IT specialists and unit leads and work closely with support team members and relevant stakeholders.
- Notify the cluster/ministry project manager in writing of any issues or other material concerns related to the assignment deliverables, as soon as becomes aware of them.
- Participate in discussions with Infrastructure Technology Services (ITS), Cyber Security Branch (CSB), Centre of Excellence for Accessibility and Information Privacy and Archives (IPA) Office to ensure the application remains compliant with all applicable GO-ITS Standards.
- Participate in discussions with the business regarding any changes required to business and system requirements.
- Participate in working groups and client interviews to define and document needs, processes, and problem resolution.
- Perform daily tracking, reporting, and facilitating resolution of issues and risks for all project activities.
- Provide analysis covering systems requirements, screen design, workflow design, gap analysis, testing, and change management in support of any application changes.
- Provide clarification to designers, developers, and testers at various stages of SDLC to ensure that any changes or enhancements are fully regression tested and validated.
- Provide input in creation of change requests.
- Provide knowledge and skill transfer to a designated cluster/ministry staff.
- Provides expertise and assistance to cluster functional areas and external service providers in delivering effective technology solutions to clients.
- Submit deliverables for the cluster/ministry approval.
- Support the analysis of existing business processes, design and recommend process improvements to effectively harness the benefits of using the application(s).
- Work closely with the director, managers, and staff on issues and business needs.
- Work collaboratively with other groups to ensure optimal integration.
- Comply with the Ontario government and the cluster/ministry’s guidelines, standards, and procedures such as:
- Architecture/technology standards and best practices
- Conflict of interest and confidentiality guidelines
- Security procedures and practices
- Ontario Government I&IT Directive, operational policy on the I&IT project gateway process; and
- Other applicable guidelines, standards, and procedures.

Qualifications
- Microsoft BI stack including Power BI for analytic reporting solution experience including ETL experience and experience migrating solutions from Oracle/Cognos/Informatica BI
- Leading technical team including BI dashboard developers, and assisting architects with documentation
- Experience with R-scripts and converting requirements from R Scripts into ETL Scripts.
- 10+ years of hands-on experience ETL development experience using SSIS / ADF in a data warehousing environment or large data migration; Working experience in debugging mappings, transformations and source qualifier files and Unit testing the newly developed ETL components.
- Experience working with Oracle and MSSQL databases.
