Job Summary
Reporting to the TXM Project manager, this position is responsible for eliciting, organizing, and designing both technical and business related deliverables, analysis of both technical and non-technical issues, designing and leading testing and training, and moving projects to implementation all in accordance with recognized best practices (BABOK, PMBOK, etc.).
Duties and Responsibilities
- Elicit and document business functional and technical requirements
- Support and lead key project deliverables from idea inception to project closure
- Ensure end-to-end go-live operational readiness, in accordance with recognized best practices (BABOK, PMBOK, and PMSO) and project methodologies (eg. Agile, Waterfall methodologies).
- Refine Business Cases with an IT component, research and evaluate options, propose alternatives to clients and to senior management, benchmark, identify synergies with existing IT solutions, and provide IT-related financial estimates, according to corporate and departmental guidelines and finance driven due dates
- Review and provide responses for Budget Requests and Capital Requests using knowledge of IT systems and their in-depth understanding of their clients’ business process
- Investigate and resolve business issues, determine best solutions, research options, advise on changes to business processes, analyse data/provide reports. Heavily rely on interpersonal, analytical, technical, and negotiating skills
- Provide 2nd and 3rd tier support for incidents that require more specific knowledge of technical issues and IT systems and/or deeper knowledge of business processes and policies
- Provide support and knowledge transfer to IT teams (examples: training materials, knowledgebase articles, transition to operations document)
- Provide support to Leadership teams with the delivery of presentations, reports, research, and recommendations
- Continually monitor and manage changes that arising from internal and external stakeholders, work teams, bylaws, and legislation at the beginning of projects, during projects, and during implementation
- Assist clients in the identification of business needs and alignment to strategic plans and IT Road Maps
- Provide analytical support for the future directional strategy and multi-year strategic plans
- Provides support for the team’s annual IT Work Plan
- Support the strategic initiatives of the corporation to realize LEAN improvements and promote good project management practices by reviewing business and system processes for continuous improvement adhering to LEAN best practices and methodology
Skills and Qualifications
- 3-5 years progressive work experience in an Information Technology environment is required, with a proven track record in requirements facilitation, process mapping, detailed specification development, and development and execution of quality assurance testing plans
- Post-secondary education with a degree/diploma in computer science or related discipline or Business Administration accompanied with education/experience in IT, with additional recommended certifications related to Business Analysis, such as Certified Business Analysis Professional (CBAP), Professional Business Analyst (PBA), Certified Competency in Business Analysis (CCBA), Certified Associate in Project Management (CAPM), Project Management Professional (PMP), Certified Scrum Master (CSM), etc. preferred
- Sound understanding of the Software Development Lifecycle (SDLC), software development, IT architecture, and IT hardware is expected
- Strong research, analytical, critical thinking and problem solving ability supported by project management experience, team leadership and facilitation capabilities
- Strong communication skills with the ability to understand and interpret the meaning, purpose and importance of verbal and non-verbal messages
- Ability to lead discussions/presentations with a diverse group of executives, managers, business clients, and external business partners
- Experience with Oracle forms based applications and database is an asset.
- Working knowledge of TXM Tax Manager and related Property Tax Billing and Collection Business processes is an asset.
Hourly Rate/Salary: $ 85,155.00 - $ 113,541.00
