Job Summary
Reporting to the Director, Energy, Fleet & Facilities this role is responsible for the efficient and effective delivery of all aspects of in-house and contract building maintenance and operations to all Halton Community Housing Corporation facilities and units.
Duties & Responsibilities
- Develop, implement, and monitor a service delivery strategy to ensure a reliable, responsive, high-quality and fiscally responsible facility services program. This includes identifying and meeting client needs, preparing maintenance service forecasts and condition assessments for building system components and developing demand maintenance, preventative maintenance, and unit turn-over programs.
- Manage the operation and maintenance programs for facilities including technical and non-technical services required to maintain the building structure and envelope, mechanical and electrical systems, interior elements, grounds maintenance, and custodial services.
- Responsible for overseeing the utilization of the computerized maintenance management systems (CMMS) and databases to establish effective operational programs.
- Responsible to develop, monitor, control and report on budgets and financial status for facilities maintenance programs and projects.
- Benchmark and develop metrics and key performance indicators, monitor results, provide analysis, identify opportunities, make recommendations and implement change initiatives towards continuous improvement.
- Lead, mentor, coach, develop and supervise a team of unionized and non-unionized employees with respect to operations and maintenance programs, vendor management, customer service relations, team effectiveness, and continuous improvement.
- Maintain facilities in accordance with all applicable Codes, Regulations and by-laws including but not limited to the National and Ontario Building and Fire Codes, Occupational Health and Safety Act (OHSA), Technical Standards and Safety Act (TSSA), Electrical Safety Authority (ESA), Accessibility for Ontarians with Disabilities Act (AODA), Canadian Environmental Protection Act and Operating Engineers Act.
- Actively participate as a member of the Energy, Fleet and Facilities Divisional Management Team.
- Participate on Corporate, Departmental, and Divisional working groups, committees, or special projects as required.
- Perform other related duties, as assigned
Skills & Qualifications
Essential
- University degree or College diploma in facility management, architecture, mechanical, electrical or civil engineering.
- Building Owners and Managers Association (BOMA) designation and/or a Certified Facility Manager (CFM) designation and/or a Facility Management Professional (FMP) designation.
- Minimum of ten (10) years experience in progressively more responsible roles within Facilities Management including all building systems and services, five (5) years of which in a management role.
- Knowledge of all relevant codes and regulations that govern community housing facility operations, including the Residential Tenancies Act and Housing Services Act.
- Knowledge of all relevant codes and regulations pertinent to this role including National and Ontario Building and Fire Codes, Occupational Health and Safety Act (OHSA), Technical Standards and Safety Act (TSSA), Electrical Safety Authority (ESA), Accessibility for Ontarians with Disabilities Act (AODA), Canadian Environmental Protection Act and Operating Engineers Act.
- Experience with computerized maintenance management systems (CMMS).
- Strong leadership, communication, interpersonal, problem solving, and team-building skills.
Preferred
- Previous experience developing Service Level Agreements (SLAs), policies, Standard Operating Procedures (SOPs), standards, and guidelines in a customer-focused and unionized facility management environment.
An equivalent combination of education and experience will be considered.

- Some travel is required, the incumbent must provide their own transportation for daily travel.
- Incumbent must be available to respond to issues that can fall outside of regular hours of employment, including on weekends.
