About Us : Ontario is building a digital government. Innovative future ready technology is what will bring exceptional people focused services forward for Ontario. The Health Services I&IT Cluster provides information management and information technology solutions that enable and support the business requirements of the Ministry of Long-Term Care, Ministry for Seniors and Accessibility and the Ministry of Health, and its agents. The cluster supports the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects that are currently underway. The cluster is also working to promote the evolution towards a common infrastructure for government.

The Drugs and Assistive Devices I&IT Solutions Branch mandate is to develop, maintain, and modernize the core I&IT solutions for Ontario Public Drug Programs (OPDP) and the Assistive Devices Program (ADP). Areas of focus include:

• Strategic technology leadership and delivery oversight within DADS Branch.
• Branch leadership in embracing an agile, product-centric philosophy in pursuit of the cluster's goal to develop, modernize, and maintain user-centric products and platforms while ensuring a scalable, secure, and interoperable technology environment.
• Agile and hybrid product delivery within DADS Branch including technology modernization strategy, designing and planning the I&IT solutions for supported business programs, resourcing, procurement, and financial oversight.
• Advancing Ontario Public Drug Programs and Assistive Devices Program considerations in strategic transformation initiatives.

With the same leadership and delivery approach as DADS Branch, the Public Health I&IT Solutions branch develops, maintains, and modernizes the I+IT solutions for Public Health and associated stakeholders. This branch is responsible for:

• Managing ministry-supported public health technology solutions to support Ontario's immunization program (e.g. school) including COVID-19, case and contact management and outbreak response, dental and inspections programs.
• Contributing to a Public Health Digital Platform consisting of a comprehensive combination of interconnected IT digital products and infrastructure across the scope of public health practice, which also interface with broader health sector digital health assets.

Deliver on Business Goals and Priorities

Your leadership will be crucial in guiding the team towards the achievement of its business goals through technology enablement and oversight. It will be your responsibility to be a trusted technology leader and advisor to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of ministry partners.

As the Senior Manager, Business Solutions, you will:

• provide senior strategic and tactical technical leadership in the planning and execution of a portfolio of complex projects and initiatives while balancing timelines, resources, and budgets.
• manage digital business transformation and promote broader use of data horizontally across Ministries aligned with the Digital Government direction through advancing modern technologies.
• direct and oversee the development of innovative solutions on start-up, proof of concept, or pilot scales based on emerging technologies or concepts to address the transforming business needs of business partners.
• develop partnerships and consult with stakeholders/clients to provide advice, promote understanding, devise I&IT strategies, and manage I&IT initiatives that support their business needs.
• build organizational capacity through effective human resources development by authorizing recruitment activities, labour relations management, talent management, organizational design, and succession planning.
• demonstrate the leadership behaviours, attributes and mindset for leaders , across the organization, to lead the OPS into the future and deliver our vision.

How do I qualify?

Strategic Leadership Skills:

• You have technical leadership experience and the ability to inspire, engage, motivate, develop, and mentor staff to deliver on results during ongoing change and transformation.
• You are a collaborative leader and have incorporated the principles of diversity, inclusion, and anti-racism across all elements of your management style.
• You have a proven record of strategic thinking, innovation, and effective decision-making abilities.
• You demonstrate good judgement, political acuity, and organizational awareness in managing issues and priorities.
• You have leadership experience in working in Agile development and in product-centric models of delivery.
• You have demonstrated success in fostering an environment of continuous improvement, creativity, and excellence.

Technical Expertise and Specialized Knowledge:

• You have hands-on leadership experience with product management and/or solution development utilizing open source tools for containerization, platform-as-a-service (PaaS), software-as-a-service (SaaS), infrastructure-as-a-service (IaaS), low-code/no-code, cloud and other related technologies, and development tools such as Red Hat OpenShift, Docker, Kubernetes, Prometheus, Micro Focus ArcSight, or similar.
• You have recent experience leading product development teams utilizing programming languages, API technologies, platforms, and standards such as Java, Javascript, Node.js, REST, SOAP, JWT, Drools, Angular, DataPower, or similar.
• You have knowledge of policies, standards, and processes governing I&IT application development, deployment, and maintenance, to develop and prioritize complex strategic technology implementation and client program delivery plans, with preference for healthcare-specific interoperability standards and platforms such as HL7 FHIR and simplifier.net.
• You have knowledge and expertise in product and program management principles and methodologies to manage the delivery of products as well as program plans, initiatives, and goals.
• You have knowledge of principles, best practices, trends, and issues in contemporary I&IT business solutions design and Agile development, and multi-disciplinary digital approaches to manage and integrate portfolio I&IT plans and projects.
• You have experience with business modeling and problem-solving approaches and can provide business and technical expertise to clients and staff.

Strategic Planning and Change Management Skills:

• You have proven success and flexibility in leading technology teams through Agile and hybrid product delivery and architecture principles, DevOps best practices, technology roadmap guidance, governance, operational support, and risk assessment and mitigations.
• You have experience setting operational plans to establish goals and objectives within an environment of changing priorities and demands.
• You have experience in driving transformational change and addressing opportunities for modernization/continuous improvement to promote operational efficiency.
• You have excellent analytical and strategic thinking skills to provide technical and tactical advice.
• You have superior strategic planning skills to provide expertise and mitigation strategies on challenges/issues.

Communication and Relationship Management Skills:

• You can build and maintain effective working relationships across the organization to enhance awareness, manage expectations, and deliver on priorities.
• You have excellent verbal and written communication skills to develop and deliver presentations and executive briefings.
• You can influence and negotiate with partners and stakeholders to find collaborative solutions to complex issues.
• You can present recommendations and options for technical improvements/enhancements, introduce modern technologies, and discuss complex I&IT solutions with business clients, management, and executives.
