This position is accountable to the Senior Director of Pathology and Laboratory Medicine of Newfoundland and Labrador Health and is responsible for efficiently and effectively operating, organizing, planning and directing both the financial and human resources in accordance with the philosophy objectives and policies of Labrador Grenfell Health. The position is also responsible for the implementation and monitoring of Quality Assurance activities in areas of responsibility. The Regional Laboratory Manager is responsible for the management of Laboratories in 6 divisions across Labrador Grenfell Health sites: Hematology, Biochemistry, Pathology, Microbiology, Transfusion Medicine, Point Of Care Testing and Client Services, including blood collection and clerical support.

Qualifications:
" Undergraduate Degree in Medical Laboratory Science Technology or other related degree from a recognized/accredited post-secondary institution.
" Successful Completion of a recognized /accredited Medical Laboratory Technology Program.
" Current or eligible for registration with the Canadian Society of Medical Laboratory Science, (CSLMS);
" Current or eligible for registration with the Newfoundland and Labrador Council of Health professionals
" Certificate course in Laboratory Quality Improvement/Management considered an asset:
" A satisfactory record of work performance and attendance required.

Experience:
" Minimum of 5 years recent experience in clinical laboratory medicine including progressive leadership experience in a clinical laboratory environment.

Responsibilities: (Included but not limited to)
" Responsible for the efficient and effective planning, directing, organizing, and evaluating of the operations of the Laboratories in Labrador Grenfell Health.
" Operating within budget and ensuring efficient use of budgeted funds while still providing a safe, quality laboratory service.
" Assists in the development of an annual operating budget for laboratories in areas of responsibility.
" Recruitment and retention of Technical Staff to meet service demands.
" Ensuring technical staff remains current and competent in advancements in their field of technology, by providing supportive educational opportunities within a limited fiscal and staffing environment.
" Keeping abreast of current and upcoming workplace safety regulations and legislations and ensuring the physical space, laboratory processes, monitoring and reporting activities comply with local and national standards.
" Assessing current laboratory practices and bridging identified gaps to meet accreditation requirements for both Accreditation Canada and Accreditation Canada Diagnostics standards.
" Ensuring processes and services offered in the areas of responsibility are in line with organizational goals and strategic plan.
" Directly manages medical laboratory staff covering the following disciplines of Hematology, Transfusion Medicine, Coagulation, Biochemistry, Histology, Microbiology, Point of Care Testing as well as specimen collection and clerical staff.;
" Establishes performance expectations through coaching, feedback, formal and informal appraisals with individual employees.
" Ensure adherence to established performance expectations related to scope of practice and job descriptions, professional standards and code of ethics.
" Participates in Return-to Work Program to help facilitate temporary or permanent job modifications for employees who require work restrictions/modifications.
" Participates in grievance procedures with reference to collective agreements for NAPELX and NAPE Hospital Support.;
" Ensures personal protective equipment, WHMIS and Fire Safety procedures are practiced with the Laboratories Divisions.
" Ensures follow-up on occupational health and safety inspections to ensure non-conformances are appropriately addressed.
" Uses CSRS reporting system to investigate and follow up occurrences and close calls to identify and correct gaps to improve services.

Salary:
" HL22, In accordance with the HAY Management Pay Plan

Hours of Work:
" 70 hours bi-weekly; Monday to Friday inclusive, 08:30am to 4:30pm;
