The Digital Design and Delivery (DDD) division within the Ministry of Technology and Innovation (TI) leads the development of the next generation of digital public services for the GoA. DDD partners with other departments to deliver products, platforms and services that are better, faster and easier, through modern user-centered agile processes. DDD offers potential candidates a unique opportunity to work on meaningful challenges that transform government and positively impact Albertans.

The Software Delivery branch within DDD is accountable for the excellence of the technical delivery of software. The branch oversees the technical practices of Architecture, CloudOps, DevOps and Quality Assurance (QA), and Software Development. The branch also enables product and platform teams by providing access to underlying infrastructure such as capability in architecture, cloud services, and common tooling and patterns

Role Responsibilities

The Manager of Quality Assurance (QA) reports directly to the Director of DevOps and QA.

The responsibilities for this position include:

QA Practice and Governance
• Contributing to overarching QA standards and protocols that integrate with DevOps and agile approaches to product and platform development.
• Maintaining relationships with managers across the branch, division, and in client ministries to advance collaboration, practice, and governance for automated QA.
• Facilitating ongoing collaboration and teamwork with others in the ministry and within other ministries at various organizational levels.
• Providing recommendations to senior leaders to improve governance standards and practice.
• Developing common templates, scripts, and tools to support the continuous improvement and quality delivery of digital services.
• Ensuring multidisciplinary product teams put quality control at the heart of all their work and that automation is prioritized.

QA Practice Leadership
• Providing the team with the tools and supports that enable them to effectively deliver their objectives.
• Managing team priorities and deliverables including the assignment of QA Automation Developers to product and platform teams.
• Defining reference pipelines for continuous delivery of digital services to help new teams get started quickly.
• Identifying and addressing gaps in QA resources provided to teams.
• Maintaining awareness of new developments in the QA practice in step with industry state of the art.
• Maintaining relationships with QA practices within other digital government organizations.
• Addressing and resolving escalated issues and mitigating conflict.

Lead the QA team to achieve its business goals in alignment with unit and branch priorities within a positive team environment
• Identifying and monitoring the implementation of operational plans, adjusting workflow priorities as needed.
• Providing leadership, guidance, professional development, and mentoring to team members.
• Promoting open and collaborative relationships and pathways within the branch and with other branches, divisions, ministries, and external stakeholders.
• Managing human resources processes (e.g., vacation, training, performance management).
• Reviewing and contributing to various reports and responses (e.g., Action Requests, Briefing Notes, Budgets).

Participate in leading the branch to achieve goals in line with ministry and government priorities and stakeholder needs
• Informing and advising the Director on emergent issues and recommending go-forward actions.
• Providing advice and recommendations to the department’s senior and executive leaders to inform their decision-making and to shape responses.
• Participating in unit planning and reporting.
• Collaborating with the other unit and division managers to maintain information sharing and integrate reports to provide a complete account of the branch.
• Representing the unit and/or ministry perspectives on working groups and committees.
• Serving as acting Director, as needed.

Qualifications

Requirements:
• University degree in a related field such as business, information technology, or computer science.
• Four (4) years of related experience in cloud development and digital delivery.
• Experience in DevOps and user centred digital delivery with a focus on QA.
• Project leadership experience.
• Experience building relationships with staff and clients.

Equivalencies:
Directly related education or experience considered based on:
• A related two-year diploma in business, information technology, computer science, or a related discipline from a recognized post-secondary institution and six (6) years related experience; or
• A related one-year certificate from a recognized post-secondary institution and seven (7) years related experience.

Assets:
• Experience with GitHub.
• Experience with the different types of testing (functional, unit, stress, UAT, smoke, etc.) and their purpose.
• Experience with setting, implementing, and monitoring standards and guidelines.
• Experience with establishing multi-year plans for the implementation of new processes, procedures, standards, and guidelines.
• Experience investigating new products and technologies.
• Experience working with vendors on the investigation and acquisition of tools and technologies.
