The Community Outreach Coordinator is responsible for developing, overseeing, and coordinating local “outreach programs” and special events planned in conjunction with other Community & Family Services programs, partners or collaborators as assigned. Oversee the mobile feeding program to provide food security to those who are hungry, hurting and in need. Programs are provided within the community of St. Thomas and catchment area in accordance with The Salvation army mission, vision, core values and standards.
KEY RESPONSIBILITIES:
Operations/Programming
- Ensure the ministry objectives are consistently accomplished and that a spiritual focus is applied to all program initiatives.
- Ensure that all duties are completed in accordance with the principles, standards, policies, and procedures of The Salvation Army.
- Assist the Corps Officer with ongoing strategic planning to ensure programming reflects client need as these may evolve in our changing socioeconomic climate.
- Work with the Corps Officer to ensure that programs (including program reviews, inspections, and audits) meet contractual, legal, and internal requirements.
- Conduct client intakes, assessing theirs needs and determining how we can best assist them.
- Develop and maintain a good understanding of services provided by external agencies.
- Network with Salvation Army, government, and community social services providers to coordinate resources for the benefit of clients and program.
- Represent Community Ministries within the community, as directed.
- Provide oversight to menu planning for cooking classes and coordinate product procurement for all programs under your care.
- Build and maintain relationships with local businesses as potential vendors/donors.
- Give oversight to and coordinate specific community outreach ministries programs, i.e., life skills classes.
- Recruit and register children/youth for Salvation Army provincial camping programs; assist with transportation to and from programs. Follow up with children/youth including their families, to build relationships and establish active links with the Corps and its mission and ministries.
- Actively promote St. Thomas Community Outreach Ministry programs within the community.
- As appropriate, link clients to the church family and church programs wherever possible.
- Research and develop materials necessary to supplement the curriculum for the community ministries programming.
- Create engaging activities for the clients to participate in, develop relationships and assess community needs and review client feedback in order to determine potential alternate programing and develop a strategy for the implementation of such programs.
- Coordinate the annual Christmas Kettle Campaign as required.
Emergency Disaster Services/Mobile Feeding Program
- Oversee, implement, and coordinate the Mobile Feeding program based on the local catchment area needs; ensure volunteer safety, and adherence to all health and safety standards.
- Plan, organize, and direct local emergency response within their catchment area that meet local response criteria.
- Ensure all essential team roles are covered by qualified personnel. (team lead, food safe certification, driver, cook)
- Responsible for ensuring that qualified personnel are assigned to operate the vehicle and EDS vehicle standards and procedures are adhered to.
- Maintain and adhere to Ontario EDS standards including scheduled/ unscheduled maintenance and food service requirements.
- Ensure that all equipment on the vehicle functions properly and that key local personnel are trained and knowledgeable in using each piece of equipment.
- Ensure that vehicle is kept in ‘ready-to-deploy’ status, including being fully stocked to feed 50 people with equipment, food and supplies, and full water, fuel, and propane tanks.
- Participate in activities for local disaster response special events, tabletop exercises, and mock disasters etc. as required.
Human Resources
- Support, assist, train, and demonstrate work methods and ensure that volunteers across all programs work together to achieve the purpose of the organization and enhance the ministries of The Salvation Army.
- Develop strategies and recommendations for staff and volunteer development.
- Responsible for preparing volunteer work schedules.
- Ensure that all volunteers maintain any mandatory training or certification; identify any training needs and reports to the Corps Officer.
- Ensure that outreach programming is adequately staffed with volunteers who are trained and vetted as required.
- When applicable ensure that all processes and expectations outlined in the Student Placement Policy are followed.
- Recruit local volunteers and provide oversight, guidance, coaching, and direction to volunteers.
- Ensure that volunteer documentation, training, and certifications are up to date.
- Coordinate and schedule volunteers assisting with menu planning (and costing), food preparation, food distribution on the outreach vehicle, cleanup, and participate as part of the team.
- Coordinate EDS training opportunities and Safe Food Handling training for volunteers.
- Monitor volunteer services to ensure consistency with program criteria.
Health and Safety
- Monitor and report regularly any concern regarding adherence to the acceptable health and safety standards.
- Responsible to work in compliance with the Ontario Health & Safety Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
- May perform workplace inspections as required.
- Responsible to report any serious health and safety infractions or problems in accordance with policies to the Corps Officer and/or health and safety representative.
- Ensure the Community and Family Services Department is cleaned regularly according to acceptable health standards and that physical property is maintained, arranging for repairs as necessary.
- Report any safety hazards, maintenance problems, equipment, or supply needs to the Corps Officer and/or health and safety representative.
- Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
Administration and Finance
- In conjunction with the Corps Officer, monitor the CFS/Mobile Outreach/EDS operating budget.
- Maintain all EDS vehicle documentation and logs; maintain up-to-date inventory of all food and non-food items.
- Create and maintain an outreach resource database that contains a current listing of volunteers, contacts, and statistics.
- Maintain file of weekly worksheets collating information of numbers of meals served etc.
- Maintain accurate records of client information on The Salvation Army’s computer system while maintaining confidentiality and providing statistical reports.
- Maintain accurate written records, logs of activities, including activity reports and statistical information.
- May prepare and submit grant/funding applications; complete timely, accurate reports as required.
- Provide input in the development and implementation of policies and procedures for Community and Family Services programs.
Perform other position related duties as required.
WORKING CONDITIONS:
- This is a permanent full-time position based on 37.5 hours per week.
- Schedule may vary according to requirements of responsibilities – some weekend and evening work may be required; flexibility is required as it relates to hours of work.
- The Supervisor will set the hours of work and work schedule.
- Working environment is typically in the office in generally agreeable conditions.
- This job requires reaching, bending, and stooping frequently, working in a standing position for periods of time.
- Dealing with difficult people and verbal abuse.
- This job requires the ability to lift/move up to 40lbs and reach, bend, stoop frequently and or work in a standing position for long periods of time.
- Travel is associated with this position {5 to 10%}; required to use a Salvation Army program vehicle when available.
Normal hours of work : 8:30 a.m. - 4:00 p.m. and may require flexibility at times in accordance with needs of the ministry unit. Some weekends maybe needed.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- Completion of post-secondary certificate program in Social Work, i.e., Social Services or Human Services, a diploma preferred.
- Ability and willingness to provide a valid Standard First Aid and CPR Certification, Mental Health First Aid Certification, Crisis Prevention Institute Certification and Safe Food Handlers Certifications.
- Alternative combinations of education and experience may be considered.
EXPERIENCE AND KNOWLEDGE:
- Minimum of two (2) years of prior related experience, including, experience in a specialized social services program; inclusive of supervisory experience.
- Experience dealing with office equipment and tools.
- Knowledge of community-based resources and experience networking with government and social service agencies.
- Valid Ontario Class “G” Driver’s License, personal vehicle required and insurance, current copy of driver’s abstract for review and verification that is satisfactory to The Salvation Army, in its sole discretion, is required.
