SENIOR PROGRAM AND POLICY DEVELOPMENT OFFICER

JOB DESCRIPTION:

HR Project Partners is currently accepting resumes for a Senior Program and Policy Development Officer on behalf of one of our clients, MMSB (Multi-Materials Stewardship Board).

Reporting to the Director of Programs, the Senior Program and Policy Development Officer is accountable for providing leadership and direction for strategic policy and program development, implementation, oversight and evaluation. This role builds strong partnerships and productive working relationships with key stakeholders at the executive level to proactively research, identify, facilitate and capitalize on new public and private recycling and waste diversion opportunities on a province-wide and regional basis.

This is a contract position with a two-year term, located in St. John's, NL.

ESSENTIAL JOB FUNCTIONS:

Programs and Project Management

  1. Builds strong partnerships and productive working relationships with key stakeholders to proactively research, identify, facilitate, and capitalize on new recycling and waste diversion opportunities on a province-wide and regional basis.
  2. Uses a consultative and collaborative approach to retain relevant knowledge of new policy developments in other jurisdictions, leads the development and implementation of new initiatives in the province and coordinates MMSB's overall research and development activities with industry and community players.
  3. Negotiates provincial industry stewardship agreements on behalf of MMSB for Board approval, maximizing economic, environmental, and social benefits and evaluates the performance of the resulting programs.
  4. Coordinates work within the executive team on issues related to stewardship program activity.
  5. Counsels private and public sector stakeholders, organizations, and groups on behalf of MMSB and the Province with respect to waste management programs, policies, and legislation.
  6. Provides strategic support and counsel to the Regional Waste Management Authorities throughout the province.
  7. Works directly with other government departments on the development of programs and policies regarding waste management.
  8. Identifies required resources and manages external consultants to support the implementation of MMSB's strategic plan and the provincial waste management strategy.

Research Evaluation and Reporting

  1. Creates waste management activity reports that are used by all levels of government to evaluate their progress toward achieving national, provincial, and local waste management diversion targets.
  2. Develops and designs new province-wide waste diversion programs and pilots and evaluates performance on an ongoing basis.
  3. Leads and coordinates the implementation of MMSB's research and development programs, initiatives, and activities in partnership with industry and community stakeholders.

Liaison, Committee Representative and Outreach

  1. Represents the Board on federal, provincial, municipal, industry and inter-departmental committees.
  2. Works with the Office of Legislative Council on behalf of MMSB and the Department of Environment and Climate Change on the development of legislation designed to establish province-wide waste diversion policies and programs.
  3. Provides advice to the CEO and all staff in relation to the development, administration and interpretation of waste management policies, programs and legislation.
  4. Responds to requests for information from the general public and other sources.

General

  1. Performs other related duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  1. Completion of an Undergraduate Degree in Business, Engineering, or Environmental Studies, preferably Master's level.
  2. Minimum of five (5) years of related experience in leading, coordinating and implementing new program development at the corporate level, preferably within the environmental industry in either the private or public sectors.

  2. Excellent public speaking, computer and project management skills.
  3. Excellent negotiation, communication, analytical and problem-solving skills.
  4. Strong ability to work under pressure and adapt to a fast-paced environment.
  5. Superior organizational, time management and leadership skills.
  6. Ability to communicate effectively and professionally with all levels of staff and clients (both written and orally).
