Overview:
Pembina Pipeline Corporation’s Calgary office is recruiting for a Sr. Commissioning Specialist to join the team. This position reports to the Manager, Commissioning in the Technical Services Unit (TSU), part of Pembina’s Corporate Services Division. Please note that candidates may also be considered from the following locations: Sherwood Park, Grande Prairie and Whitecourt.
On behalf of Pembina’s Business Units, TSU manages a comprehensive integrity management program, which includes Facility Integrity, Pipeline Integrity, Geotechnical, Corrosion Control, Asset Management, Product Quality and Measurement, Geographical Information System, Integrity Project Execution, and Automation Services. TSU provides leading technical expertise that optimizes performance and minimizes operational and project risk.
Responsibilities may include but not limited to:
Project Planning Stage:
- Support Pembina’s safety culture of "Zero by Choice" and the “Life Saving Rules”. To read more about our Life Saving Rules, visit pembina.com/safety;
- Collaborate with the project team to develop and manage comprehensive commissioning plans, schedules, and budgets in alignment with company standards and project requirements;
- Coordinate with Project Managers, Operations representatives, Construction Managers, and other project stakeholders to integrate commissioning activities into the overall project plan;
- Direct and supervise the project specific commissioning teams, while delegating tasks and responsibilities;
- Provide mentorship and training to enhance team performance and development;
- Review and approve commissioning-related documentation, ensuring its accuracy and completeness;
- Monitor project progress, attend status update meetings to provide updates, and address any planning or execution challenges;
- Coordinate resource planning to ensure the necessary personnel and equipment are available for commissioning activities; and
- Ensure that the all processing and utility equipment in the project is ready for commissioning, in line with established procedures.
Additional Responsibilities
Project Execution Stage:
- Ensure all commissioning activities adhere to relevant safety guidelines and regulatory compliance requirements;
- Foster a safety-oriented culture within the team;
- Act as a primary point of contact for commissioning-related matters for both internal and external stakeholders;
- Provide regular updates on project progress, budget status, and other critical issues;
- Provide technical expertise in troubleshooting and resolving complex issues that arise during commissioning.
- Make well-informed decisions to ensure the project stays on track;
- Oversee and manage the commissioning budget, including forecasting, allocation, and tracking of funds;
- Ensure cost-effective use of resources and report on budget status to project stakeholders;
- Coordinate with vendors and contractors to ensure services and materials meet project specifications and budget constraints, as well as negotiating contracts and managing relationships to achieve project goals;
- Implement quality control procedures to ensure all commissioning activities meet industry standards, regulatory requirements, and project specifications;
- Identify potential risks associated with commissioning activities and develop mitigation strategies, while also monitoring project progress to anticipate and promptly address issues;
- Provide schedule updates and work closely with the construction management team to analyze and solve issues prior to and during execution;
- Input data and progress into the project schedule, identifying areas of concern, and develop solutions to minimize project impact; and
- Work closely with the operations team to plan and facilitate the transition of commissioned systems to a state of readiness for operations, ensuring that operational teams are fully prepared to manage and maintain new assets.
Project Post Handover Stage:
- Assist with the management of the close-out process, as well as capturing and reporting on lessons learned to improve future commissioning efforts;
- Analyze commissioning processes to identify areas for improvement;
- Implement best practices and innovations to enhance efficiency and effectiveness; and
- Participate and support an equitable, diverse, and inclusive workplace.
Qualifications:
- Minimum 15 years’ experience in Operations, Construction, Engineering, or Tradesman roles within the Oil and Gas industry;
- 7+ years of proven leadership experience in pre-commissioning/commissioning of large Oil and Gas processing, LNG, Petrochemical facilities, or Pipeline projects;
- 2nd class Power Engineering certificate, bachelor’s degree in engineering or Trades certificate, along with appropriate experience is required;
- Demonstrated knowledge of safe work practices and protocols applied in the Oil and Gas Processing and Pipelines industries;
- Ability to multitask, meet aggressive project deadlines, and perform under pressure;
- Ability to understand and simplify complex designs, issues, or concepts, and explain and develop solutions;
- Working knowledge of engineering principles related to the design and construction of Gas processing facilities and Pipelines.
- Knowledgeable in applicable codes, specifications, standards, and regulations governing the Gas processing facility and pipeline industries;
- Demonstrated ability to collaborate with field operations staff to develop and implement solutions;
- Strong computer and software skills; and
- Strong interpersonal and listening abilities, excellent communications skills, and the capacity to build trust with both internal and external stakeholders.
This position is considered “Safety Sensitive” and so will require Pre-Employment Drug & Alcohol Testing. You may also be required to provide a Driver’s Abstract. The successful candidate must live within 100 km of Sherwood Park, AB.
