ABOUT THE ROLE
This position is responsible for leading the design, development, and implementation of the Region’s talent management framework that encompass talent programming, learning and development and succession planning strategies, programs, and initiatives. The Manager advances best practice and instills a culture that is committed to the development of organizational capacity.
MAJOR RESPONSIBILITES - Designs and implement talent programs to support business strategic objectives and to identify talent challenges and opportunities. Conducts needs assessments to best understand and deliver quality programming to meet the evolving client, business, and employee needs.
- Leads ongoing development and enhancement of the Region’s talent management framework and strategies including competencies, employee and leadership development, performance management and succession planning. Facilitates and delivers solutions and train the trainer sessions.
- Partners with the HR Business Partner team to deliver core talent programming including strategic workforce planning, talent assessments, succession planning, performance management, and leadership development.
- Develops and implements reports and tools to share talent information with key stakeholders. Monitors and measures the efficacy of talent solutions, programs, and training and adjusts to continuously improve and ensure alignment to the needs of the business. Leads and engages with communities of practices within and outside of York Region.
- Provides input or prepares reports, briefing notes, presentations, statistics, and analysis, as requested.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning work, determining training and development needs, coaching, and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health & Safety Act and Regulations and Regional policies.
- Promotes the code of conduct, Regional values and HR policies with all staff of the section.
- Liaises, fosters, and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
- Chairs and/or actively participates on committees, meetings, task forces, work groups and special projects, as directed.
- Assists the Head in preparing, recommending, monitoring, and controlling the Division budget; prepares the annual budget, special project budgets, and work plans for program accountabilities.
- Represents the Branch/Division and/or Department on negotiations with consultants, contractors, external agencies/groups, local municipalities, etc., as required.
- Performs other duties as assigned to meet Departmental goals and program/service objectives.
EDUCATION AND QUALIFICATION REQUIREMENTS - Successful completion of a University Degree in relevant area of discipline or an approved equivalent combination of relevant education and experience.
- Minimum eight (8) years experience in relevant program area and demonstrated minimum of three (3) years of direct supervisory experience.
- Provides thought leadership and experience developing and implementing current and innovative programs, tools, and solutions.
- Demonstrated experience leading projects and large initiatives as well as designing processes and programs.
- Demonstrated consulting, facilitation, project management and change management skills and ability to successfully promote and influence the adoption of new concepts and ideas.
- Demonstrated knowledge of and ability to interpret and explain relevant regulations, guidelines, procedures, standards, and legislation.
- Demonstrated ability in the Region's leadership and core competencies for this level.
- Contemporary supervisory and human resource management skills, knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
- Strong report writing, analytical and project management skills to meet program objectives and work to tight deadlines.
- Excellent interpersonal skills and ability to connect with a range of stakeholders while focusing on fostering collaborative work relationships.
- Strong communication, influencing and presentation skills with a strong customer focus.
- Strong ability to develop relationships and work in welcoming and inclusive environment, where diversity is celebrated and where everyone can develop to their full potential.
- Advanced skills in virtual platforms and MS Office Suite including the use of virtual platforms for conducting meetings and/or presentations.
- Ability to travel to off site locations.
- Ability to work outside regular business hours, as required.
