About Our Opportunity


Under the supervision of the Director, Cash Management & Banking Services, the Manager Cash Management & Banking Services prepares and maintains a cash forecasting system for the General Revenue Fund. The incumbent assists in the daily activities of the Cash Management section such as short-term borrowing as well as investing of surplus funds for the General Revenue Fund via the capital markets. The Manager, Cash Management & Banking Services is responsible for managing the excess funds in the Province’s Public Debt Management Fund and other miscellaneous fund accounts as applicable. This position will also provide support working closely with the Cash Management Officer to identify and create efficiencies.

 

This position also assists with the Banking function of the Province including the review of Banking and Merchant Contracts, setup and closure of required bank and merchant accounts, coordinate to ensure all merchant account setups are PCI Compliant, facilitation of the administration of banking services for the Province of Nova Scotia, and providing support and working closely with the Banking Administrator to identify and create efficiencies.

 

The incumbent will be expected to keep abreast of changing financial market conditions and work with senior management for both short-term and long-term forecasting requirements, and for the maintenance of capital markets relationships. Another important function of the Manager, Cash Management and Banking Services role is to conduct credit analysis of counterparties and the monitoring of potential financial exposures of the Province of Nova Scotia as it relates to cash management and banking services. The Manager Cash Management & Banking Services is expected to perform the duties of the Director, Cash Management & Banking Services as operational requirements dictate.

Qualifications and Experience


Qualification would include an undergraduate degree in Business Administration, Commerce, Economics, Mathematics or equivalent. A candidate with professional designations or advanced degrees (or demonstrably working toward) such as the CFA, FRM, PRM or the MBA would be required. Minimum work experience of 5 years in financial services is required. Previous experience with forecasting, financial securities, cash management and corporate banking experience is preferred. Advanced computer skills, strong analytical skills, prior experience with accounting principles and intermediate to advanced skills with Excel and Word are essential. Knowledge in or a strong willingness to learn Visual Basic for Application “VBA” programming is a requirement. Candidate must demonstrate how they have exercised initiative and good judgement. Excellent interpersonal skills, organizational, analytical, and problem-solving skills are required. Candidates need to have high standards in accuracy, communication skills and the ability to prioritize tasks with minimal supervision.

Pay Grade: LM 05 

Salary Range: $3,465.87 - $4,332.31 Bi-Weekly
