Housing Benefits Program Specialist

Under the general direction of the Senior Director Housing Supports, the Housing Benefit Program Specialist is responsible for ensuring that the rent supplements and building services programs are administered effectively and efficiently to prevent and end homelessness. You will work collaboratively with the Senior Director Housing Supports, End Homelessness Winnipeg staff, community organizations/workers, and key stakeholders to address homelessness in Winnipeg. Your key duties and responsibilities will include:

Rent Supplements

· Develop operating procedures and administrative forms and revise them as needed in consultation with the Senior Director Housing Supports and others as appropriate

· Process applications for rent supplements and benefit termination

Building Services

· Develop operating procedures and administrative forms and revise them as needed in consultation with the Senior Director Housing Supports and others as appropriate 

· Develop and maintain formal agreements and good working relationships with contractors and other suppliers in consultation with the Senior Director Housing Supports to ensure that housing units can be repaired, and other goods and services received in a timely manner  

Building Services and Rent Supplements

· Schedule, attend, and facilitate regular meetings with community organizations/workers to establish good working relationships, troubleshoot, and develop/maintain best practices  

· Provide information, direction, and support to community organizations/workers as needed to ensure they are able to complete and submit applications and other forms correctly, including entering information into HIFIS (Homeless Individuals and Families Information System) to support their client’s housing needs 

You are passionate about ending homelessness and have an in-depth understanding of homelessness and housing, as well as the needs of particularly vulnerable and over-represented populations and the issues affecting many homeless and low-income people. You also possess the following qualifications or an equivalent combination of education and related experience:

· Working knowledge of the following: community issues such as homelessness, colonization, poverty reduction, etc.; EIA and other income support programs; property management and Manitoba’s The Residential Tenancies Act; common household repairs and maintenance 

· Ability to lead and/or facilitate small and large group discussions 

· Experience interacting with community organizations, funders, and stakeholders 

· Ability to work in a Windows environment including intermediate to advanced skill using Microsoft Office programs (Word and Excel, PowerPoint) and experience using QuickBooks or other accounting software 

· Experience negotiating contracts with contractors and monitoring the work  

· Conflict resolution training

Salary range: $57,030 to $66,113 depending on qualifications and experience.

This Full-Time Permanent position is unionized under MGEU Local 439.
