Job Details
Reporting to the Children's Services Program Manager, this position manages the Municipal Child Care program (MCCP) including planning, strategic leadership, financial and administration; develops standards and best practices for service delivery and ensures compliance with provincial legislation and regulations and local policy.  Is responsible for the direct human resource management specific to the Municipal Child Care program. This position works in partnership with third-party service providers to provide service planning, strategic leadership, administration, funding and delivery of Special Needs Resourcing (SNR), Quality Assurance (IIQ), EarlyOn Child and Family Centres and Diversity, Equity and Inclusion for the child care and early years sector.

Qualifications
Requires an individual who has a 2-year College Diploma in Early Childhood Education. Must have a minimum of 5 years on-the-job supervisory and financial management experience within a licensed child care program.  Must be a Registered Early Childhood Educator in good standing with the College of Early Childhood Educators of Ontario. Must have a solid understanding of financial accounting practices and principals including budgeting, contract management and forecasting. Comprehensive knowledge and application of the Child Care & Early Years Act, 2014. Working knowledge of current research and best practices relating to child development, continuous quality improvement approaches, high quality standards and research methodologies. Broad knowledge in early years/ social services planning both internally/externally.

Sound knowledge of Child & Family Services Act, Occupational Health and Safety Act and related municipal policies and procedures, by-laws, regulations, and legislation including the (e.g., Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) Records Management and finance policies and procedures.

Analytical, organizational, and problem-solving skills to interpret and apply relevant legislation, policies and procedures; analyze political, socioeconomic and research trends and information; and manage competing demands.

Must possess leadership, management and team building skills; proven interpersonal and communication skills; the ability to effectively coach, motivate and coordinate the work of others; the ability to support and facilitate positive work relationships in a unionized environment.

Well developed presentation skills to communicate and promote various concepts and programs to community organizations, neighbourhood groups, and various levels of government committees; lead project teams; ensure ongoing partnership and commitment; respond to inquiries and requests using tact and diplomacy; motivate, and support project members, and volunteers to achieve objectives; instruct/train others in methods/procedures; and participate as an effective team member.

Ability to read, interpret and apply research, policies, procedures, regulations, guidelines and reports, and remain current on legislative changes and developments affecting quality practices. Ability to write reports, promotional materials, Council memos, community groups and committees; and develop policies, procedures, planning strategies, and work plans. Ability to conduct presentations to community organizations, neighbourhood groups, higher level government committees, and public meetings.

Ability to deliver feedback and recommendations to community programs using a clear, concise, non-judgemental approach.

Advanced level of computer skills using software such as Microsoft Office (Outlook, Excel, PowerPoint, Word, Publisher), SAP, OCCMS, Childcare Pro, OneHSN, CCLS, project management and document management systems.  Ability to troubleshoot and support software applications, ability to use tablet and laptop computers.

Salary
$89,910 - $98,279
