Main Purpose & Function  
As a member of the Social Policy team, the successful candidate will undertake a variety of social planning initiatives with the main objective to coordinate a diverse range of social grants including small capital, childcare, social responsibility and community services. The position will also work to support non-profit social services and childcare operators through capacity-building activities. The position will be involved in other departmental projects/initiatives as needed.

Specific Duties & Responsibilities

• Coordinate Social Policy’s grants programs totalling over 11M including reviewing, evaluating, prioritizing grant requests, and administering/monitoring grants.
• Review and revise grants priorities and procedures as required. 
• Liaise and work with designated communities, citizen groups, community agencies, other levels of government and other funders, identifying issues of concern and assisting in the implementation of solutions to social problems. 
• Support alignment of grants to major civic initiatives including the Healthy City Strategy targets/goals, the Equity Framework, The City of Reconciliation commitments, the Accessibility Strategy, the Social Infrastructure Strategy and the Food Strategy, etc.
• Write and present reports to City Council that outline policies, programs, issues and recommendations.
• Conduct research, planning, coordination, facilitation and advice between Social Policy and other civic departments in the area of community service needs, social sustainability, early care and learning, and other social issues.
• Develop, implement and evaluate policies and programs in these areas.
• Other duties as assigned.

Qualifications

Education and Experience:

• University graduation in Social Sciences or other related discipline, preferably at the Master’s level and considerable experience related to the work, or an equivalent combination of education and experience.
• Must have knowledge and demonstrated ability and a minimum of two years’ experience with grants programs (reviewing, evaluating, and prioritizing community grants requests).

Knowledge, Skills and Abilities:

• Demonstrated knowledge and understanding of social sustainability, social development, quality of life indicators and social cohesion.
• Demonstrated experience with good results in addressing social issues in partnership with non-profit organizations, networks, other funders, and private and public stakeholders.
• Working knowledge of childcare policy frameworks, operations and facility development.
• Demonstrated ability to work effectively in a socially diverse context with communities that face economic, social or cultural disadvantages.
• Knowledge and demonstrated ability, with good results, in working effectively with civic, provincial and federal levels of government.
• Demonstrated experience with good results in building positive working relationships and community networks.
• Excellent facilitation skills.
• Ability to work both independently and as a team member.
• Demonstrated ability to adapt to new and emergent priorities and/or corporate practices.
• Strong organizational, analytical skills, as well as excellent verbal and written communications skills are required.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
