Job description

This is a contract position for a Business Analyst - Senior for our public sector client.
Work location: Downtown Toronto
Duration: Twelve Months
7.25 hours/day
This is an onsite role that requires the candidate to be onsite 5 days of the week (This is a mandatory requirement of the role and is non-negotiable outside of exceptional circumstances.)

Responsibilities
• CLIENT LIAISON
o Represent OPS I&IT communities to the client organization: serving as a dedicated source of information and recommendations to client management concerning information technology issues
o Promote products and services to clients to increase understanding and appreciation of their benefits

• ADVISORY AND SUPPORT SERVICES
o Conduct comprehensive business analyses for clients, providing business-driven needs assessments and determining functional requirements
o Coordinate, in collaboration with technology specialists, identification of technology solutions to meet clients' functional requirements

o Initiate and facilitate partnerships among clients with similar business and technology needs to partner to share the use and benefits of information technology solutions, and facilitate communication among clients to increase effective use of information technology

• SOLUTION COORDINATION
o Facilitate the negotiation of contracts between clients and appropriate internal service/solution providers, including the development and evaluation of contracts/service level agreement, letters of intent
o Co-ordinate as single point of contact for the delivery of information technology solutions where the total solution involves the integration of multiple projects and/or providers, as required by clients
o Promote I&IT products and services to clients to increase their understanding of benefits and that align with business needs and effective use of information technology

Deliverables:
• High Level Business Requirements
• Develop Project Outline
• Development of possible options / solutions / project approach
• Complete Functional Design Document (includes site visit, requirements gathering)
• Design, implement and work with the project team in completing all relevant and required documentation in alignment with OPS standards
• Undertake special assignments/sub-projects as assigned
• Evaluate vendor proposals (including conceptual design drawings, detail AV design drawing packages, network design diagrams, pricing, timelines and facilities requirements)
• Conduct, assess, evaluate and document stakeholder interests and business needs
• Create and validate business scenarios and use cases
• Create system and user interface design and modifications (data & screen) as required
• Review all test scenarios to ensure the requirements are met; establish traceability matrix to monitor output
• Ensure alignment and adherence to Ministry of Government Services’ processes and standards
• Support the testing team during system and UAT testing
• Participate in Knowledge transfer
• Training

Skills and Knowledge:
• Knowledge of emerging audio/visual and related technology solutions, industry trends/developments, client business activities and their current operating systems, hardware and software
• The ability to provide advice, guidance and direction to client business areas and facilitate procurement and contract administration
• The ability to identify audio visual and technology needs, develop solutions to meet business delivery requirements, and facilitate business process re-engineering to help clients use technology to more efficiently achieve program objectives
• The ability to assist clients develop strategic and operational plans and ensure all recommendations and plans are in compliance with requirements
• The ability to synthesize and analyze large amounts of data, evaluate current and project client requirements, identify options and make recommendations
• The ability to lead and coordinate solution projects and provide guidance to clients
• Outlining problems, opportunities and solutions for a business
• Budgeting and forecasting
• The ability to consult, advise and counsel managers on audio visual and technology issues, service and program options and to develop and sustain effective client relationships
• The ability to promote, foster and manage relationships between clients and technical staff, and between different clients with similar audio visual and technology problems who can benefit from pooling resources for a common solution
• The ability to prepare and present information, options and recommendations for technical and non-technical audiences
• The ability to prepare submissions and planning documents, reports, briefing materials and correspondence using common computer and office software

Qualifications
• Oral and written communication skills, Interpersonal and consultative skills, Facilitation skills, Audio and Videoconferencing skills
• Audio, Visual and Videoconferencing technology, both hardware and software proficiency
• Presentation skills, Writing skills, Negotiating skills
• 5 Years of Public Sector Experience
