Geographic Information Systems (GIS) Analyst

SUMMARY

Reporting to the business systems manager, the incumbent is responsible for meeting the diverse GIS needs of municipal departments and divisions, including map production, geomatics analysis, GIS application development, implementation, and support, as well as geographic database management. He or she works closely with internal and external clients to define their geomatics technology needs, while ensuring data accuracy and integrity through a variety of means, including remote sensing techniques and the use of varied data sources. This role requires the ability to prioritize requests and a commitment to monitor technology trends and developments, so as to continually improve municipal GIS practices.

DUTIES AND RESPONSIBILITIES

• Plan, evaluate and develop GIS solutions, including the creation of maps, graphics and presentations using digital mapping techniques and design and analysis software to meet the needs and in collaboration with the various municipal departments and divisions, including communications, urban planning, planning and development, engineering, public works, urban mobility and the environment

• Research, plan and collaborate in the collection (using GPS tools), acquisition, compilation, geocoding, analysis, and validation of geographic data from various sources such as subdivision plans, engineering drawings, public layers (provincial, federal, free, etc.), sometimes using remote sensing techniques, while making the necessary corrections to maintain the accuracy of the geographic databases

• Design, develop, support and enhance mapping applications using ArcGIS or other integrated toolsets to facilitate administrative data collection, asset management and maintenance, and other needs of municipal departments and divisions

• Design and administer GIS databases, including modeling, data updating, structuring, validation, integration and error correction, following calibration procedures to ensure data integrity and timeliness

• Participate in the creation, implementation and maintenance of policies, regulations and standards to ensure the accuracy of data produced by departments and divisions in order to improve the quality and ensure the interoperability of municipal geographic information systems

• Implement rigorous data verification and validation processes to ensure compliance with established standards. This can include the implementation of automated processes (SQL queries, scripts or other) to identify errors and non-conformities, as well as the use of manual tools to make the necessary corrections.

• Work closely with GIS clients from municipal departments and divisions to understand their needs, make them aware of established standards, best practices and procedures for data use, and thus promote interdepartmental cooperation and a culture of quality and consistency in geospatial data management

• Collaborate to define the geomatics technology and geographic information needs of municipal departments and divisions, and work together to define and execute geomatics projects that are well adapted to the municipality’s needs.

• Provide specialized support to internal and external clients by determining the relative priority of requests to ensure that deadlines are met both for requests and ongoing projects

• Monitor technological trends and developments in geomatics applications and tools, propose technical solutions, and develop new applications to meet current and future client needs

REQUIREMENTS

Education and experience

• University degree or college diploma in geomatics with a preference for specialization in geographic information systems (GIS), AND

• Five (5) years’ experience in a similar position; OR

• A combination of training and experience deemed equivalent

Driver’s license

• A valid driver’s license (class 5)

Knowledge

• Extensive knowledge of ArcGIS Pro and a good command of the ArcGIS environment (Enterprise and Online), including web mapping design and map services management

• Extensive knowledge of integrated ArcGIS tools such as FieldMaps, Survey123, Workforce, etc.

• Good programming skills with Python and Arcade for developing GIS scripts and applications, with a good understanding of ArcGIS geographic database management and SQL queries

• Extensive knowledge of geodetic measurement technologies (GPS), data collection principles and spatial and statistical analysis

• In-depth knowledge of the Windows environment and Microsoft Office Suite (Word, Excel and Outlook)

• Experience in a municipal setting (asset)

• Experience with, and knowledge of, business process improvement and Lean Six Sigma (asset)

• Knowledge of the New Brunswick Right to Information and Protection of Privacy Act and other laws and ethical codes pertaining to the computer field (asset)

• A good knowledge of prevention and applicable occupational health and safety legislation (asset)

WORK SCHEDULE

• Thirty-five (35) hours a week

• Availability outside of regular business hours on occasion

SALARY

• Based on the current salary scale

• The incumbent also receives vacation, benefits (paid by the employer) and a pension plan (employer/employee contribution)
