Job Description
- Prepare detailed line/equipment layouts for underground subdivisions, extensions, betterments, relocations, and perform jointuse activities. Prepare sketches, Computer Aided Drafting (CAD) drawings and associated detail for installation of our plant and for use byothers. Discuss plans with representative of telephone, gas, cable, TV companies, other utilities, road authorities and government agencies to incorporate their requirements and obtain necessary approvals and reaction to proposed joint use agreements.
- Visit field sites when necessary, for clarification or confirmation of detail. Plan and lay out using a standardized scale which considers future developments as required. Prepare lay out drawing following exact detail from reference information, utilizing appropriate manual drafting techniques and instruments or a Computer Aided Drafting (CAD) system. Perform necessary mathematical calculations associated with the drafting assignments. Consult with supervisor on unusual problems. Submit completed work to supervisor or originator for checking.
- Prepare and revise crossing drawings over railway, highway, water, pipeline etc . Discuss with representatives of other utilities and government agencies to incorporate their requirements and to obtain the necessary details and approvals.
- Prepare and revise landscape plans, architectural, structural, mechanical and electrical layout drawings for the purpose of fabrication of/or modifications to structures or equipment at transformer, regulating or distributing stations. Refer to support data for details of components, etc., as required, visit location in the field to ascertain or clarify any questionable dimensions or other information. Contact personnel at the site as required. Compile data, complete mathematical calculations, as necessary utilizing established engineering formulas. Provide draft layout, checking with originator for clarification of discrepancies or instructions. Prepare final drawing and submit to supervisor or originator.
- Prepare staking data including the specification of structures that meet construction and specification standards.
- Prepare estimates including instruction order with activities, taking into consideration such variables as construction standards and specifications, environmental factors, work method, equipment, material and any other factors that could affect the work based on observations and input from others. Produce material lists for job and provide complete job document packages.
- Compare costs of work orders and programs with estimates. Follow up on significant variances to determine cause and report to supervisor for authority to revise estimating processes and tools. Initiate and review in-service reports, project and work order closures.
- Prepare, update, process and file all joint-use records and crossing permits and agreements as required. Forward to Asset Management on completion of the project.
- Prepare and process billing authorization, as required.
- Prepare and revise plans of property to locate the Company's rights-of-way and plant, associated with the Transmission and Distribution Electricity Systems for use in obtaining or locating plant. Refer to rough sketches, record maps, registered plans and on occasion visit or contact Registry Office, Company offices and location of property, to procure or verify details using appropriate instruments and calculations, to ascertain distances, layouts and location of property. Prepare detailed plans locating all poles, anchors, rights-of-way, overhang, lot and concession lines and roads with respect to the property. Refer to originator to clarify data or to obtain additional information. Submit completed plans to supervisor or originator for checking.
- Negotiate property settlements related to the acquisition of easement rights, maintenance agreements related to tree cutting rights, purchases, and negotiate leases connected with installations and distribution lines. Negotiate settlements in terms of type of land and structures involved. Explain to property owners, the Company's position with regards to property requirements. Initiate Registry Office or Land Titles Office searches to confirm ownership and status of property title. Prepare and forward letters to absentee owner, outlining the Company's interest in the property and amount of payment to be offered. Prepare Property Report Form to cover each property including the results of each negotiation showing details and justification of settlement, etc.
- Gather and provide basic field data required for engineering studies such as system impact studies, voltage profile calculations and fuse coordination. Provide preliminary analysis, where applicable and interpret the data to help resolve local technical problems. Identify, through written and verbal communication, distribution system conditions which have or may have adverse effects on service to customers including inadequate protection or conductor sizes. Forward to supervisor's attention and liaise with field staff as required. Refer data to others for their use.
- Check data/reports to verify accuracy, identify errors and initiate field check, if required. Generate computer models as per identified standards required to perform engineering studies. Participate in phase balancing by monitoring current readings on the distribution system to ascertain load balance, preparing instruction order for supervisor's review and approval to balance system when required. Update related records.
- Set up periodic voltage and current surveys. Arrange for the gathering of data. Summarize data in required format. Forward problems requiring remedial action to supervisor's attention.
- Compile and maintain available reference data such as topographical maps, survey plans, forest resource inventory sheets, survey plans of highways, crown lands, Ontario base maps, etc. from various sources, internal and external.
- Develop, set up and use appropriate CAD data base structure including layer designation, customized symbols and menus for digitized tablet with the appropriate script files and programs, written in languages such as Autolisp, macros and C language, etc. which enhance and support the CAD system, ensuring the output meets the client's requirements for specific types of drawings. Customize and maintain CAD systems including setting up macros, editing existing menus and ensure a back-up system is in place and maintained.
- Perform miscellaneous duties such as filing, record keeping, operating and maintenance of printers, computer workstations and associated equipment. Assist in the preparation of internal contract documents and other reports. Receive and relay telephone messages. Participate in familiarizing field personnel with processes, standards and procedures. Contact field staff to discuss clients' requests and provide guidance on the most rational manner of meeting requirements.
- Perform administrative and technical duties using the appropriate computer technology and information sources. Prepare correspondence according to procedures for various government ministries, railway and pipeline companies as it concerns the Company. Submit correspondence to supervisor for approvals, including signatures and processing.
- Perform other duties as required.
Selection Criteria
Education :
- Requires a good knowledge of Alternating Current (AC) electrical theory, electrical distribution system theory including protective coordination, mathematics, computer programming and applications to perform phase balancing, loss evaluations, short circuit currents, periodic voltage and current surveys, application and use of various protective equipment and voltage control techniques and proper line extension planning and layout work.
- Requires a good knowledge of architectural, electrical, structural, mechanical, civil and topographical drafting principles and techniques and the ability to use related drafting instruments.
- Requires proficiency in English to prepare correspondence and technical reports and to communicate effectively with internal and external personnel.
- Requires a knowledge of keyboard operation, CAD systems development, maintenance and processing concepts.This knowledge is considered to be normally acquired in the equivalent to Grade XII education in a secondary school plus additional intermediate courses or by having the equivalent level of education.
Experience :
- Requires a demonstrated ability to perform calculations related to line losses, voltage drop compensation techniques, short circuit current, etc.
- Requires experience to gain an understanding of Distribution practices, procedures, standards and operation of various test equipment related to distribution systems, protective coordination, voltage improvement techniques estimating activities and related administrative and accounting practices.
- Requires experience to be familiar with the operations of a computer terminal in order to access and use computer generated information for estimating, bills of material, scheduling and feedback systems.
- Requires experience in a drafting setting to be familiar with routines and to gain proficiency in the application of skills and the use of drafting equipment, white printer, photocopiers, microfilm reader/printer and CADS equipment and the development of related drafting standards, CADS customization such as customized menus, tablets, the development of supporting macros using such software as Autolisp, etc.
- Requires experience to be familiar with the types of drawings involved, terminology, relationships between groups and applicable drafting standards
