Job Description
Project Engineer
(Junior Level)
SUMMARY
Reporting to the Director of Engineering, the incumbent participates in the planning, implementation and follow-up of municipal infrastructure work, particularly work related to development undertaken by private entities; and helps to establish standards, prepare processes detailing the activities required for the approval of projects undertaken by private entities, revise construction documents, and control and monitor work, both in terms of quality and exchanges with the stakeholders and authorities involved.
RESPONSIBILITIES
• Participate in the planning, design, coordination, monitoring, control and implementation of various municipal infrastructure projects related to road, pedestrian and recreational networks, traffic, sewer and storm sewer systems, and water supply networks
• Prepare and analyze professional service requests, and make contract-award recommendations to his or her superior
• Prepare correspondence, reports, studies, cost estimates and plans
• Review and evaluate bids for construction projects and prepare contract documents
• Prepare plans, specifications and cost estimates, draft calls for tender and recommend contract awards
• Manage budget envelopes for projects under his/her responsibility
• Participate in the negotiation and drafting of various agreements between the City and developers
• Evaluate and comment on expert reports on various technical and specialized studies
• Coordinate and supervise the work of experts, both in the design and execution of projects
• Carry out site inspections, with a view to preparing payments and acceptance certificates
• Propose engineering-related standards, policies, procedures, etc. to his or her supervisor
• Coach and advise technologists and students on joint projects
• Provide technical assistance during the approval process for draft subdivision plans, including coordination of subdivision agreements and related bonds and guarantees, including construction
• Prepare documents demonstrating the various processes to be followed for the approval of plans related to subdivision and development projects undertaken by private entities
• Inform management of the presence of risk factors or accidents, and participate in accident investigations
• Keep abreast of new technological trends and practices in the field
• Perform any other functions not mentioned above that are required to assist in the completion of projects and the smooth running of operations
MINIMUM REQUIREMENTS
Education
• Undergraduate degree in civil or municipal engineering
Driver’s licence
• Class-5 driver’s license
Experience
• One (1) year of experience in the field of municipal infrastructure construction
Professional designation
• Membership in the Association of Professional Engineers and Geoscientists of New Brunswick
Knowledge
• Excellent command of spoken and written French and English
• In-depth knowledge of budgetary management principles
• Extensive knowledge of budgetary control principles
• Extensive knowledge of Microsoft Office (Word, Excel, Outlook, etc.)
• Sound knowledge of the municipality’s Standard Construction Specifications
• Extensive knowledge of municipal Bylaw Z-3 (A bylaw relating to the subdivision of lands in the City of Dieppe)
• Extensive knowledge of research methods used for data collection, analysis and evaluation

WORK SCHEDULE
• Thirty-five (35) hours a week
