Senior Business Analyst, Clinical Informatics

What you’ll do
- Analyze operational problems and recommend innovative solutions by investigating issues, critically evaluating information gathered from multiple sources, including projecting costs for staff and devices, reconciling conflicts, decomposing high-level information into details, abstracting up from low-level information to a general understanding, distinguishing user requests from the underlying true needs, and driving and challenging business assumptions. Prepare in-depth business and analytical reports for executives and all levels of governance to inform leadership decision-making. Ensure accuracy and reliability of these reports and analyses.
- Elicit business requirements by engaging clinical/program operation owners, key stakeholders, and subject matter experts, and use methods such as interviews, environmental scanning, document reviews, business process descriptions, "use case" scenarios, and workflow analysis.
- Act as an advisor to the team(s) by assessing project risks, identifying risk mitigation strategies and opportunities, monitoring risk throughout the life cycle of the project, and providing specialized expertise, analysis, and advice to stakeholders to support the BCMHSUS goals and objectives. Recommend solutions to achieve goals and outcomes.
- Partner with Business Technology Lead in support of the planning, implementation, and subsequent analysis of functionality and effectiveness of project delivery, including recommending improvements.
- Coordinate implementation of processes and/or applications by acting as a liaison between the business units, technology teams, and support teams, and by ensuring documentation, user testing, user training, and business process change management are in place.
- Facilitate consensus on issues, including business design features, program changes, data requirements, privacy issues, and reports. Attend and participate in management meetings, have action items to complete, and provide updates. Facilitate and lead various operational and project committees and teams. Communicate information, make recommendations, and raise issues/concerns to the Manager.

Qualifications
- A level of education, training, and experience equivalent to a Master’s degree in Business, Health Informatics, Computer Science or a related discipline plus a minimum of five to seven (5-7) years’ recent related experience.
Skills and Knowledge
- Proven ability to work creatively and analytically in a problem-solving environment, utilizing advanced critical thinking capabilities.
- Understands business analysis, project management methodology, and process improvement.
- Knowledge of financial forecasting, analysis and budgeting.
- Excellent oral and written communication skills.
- Demonstrated experience organizing and writing application related documentation and proposals.
- Demonstrate ability in preparing professional reports and business cases.
- Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and other related reports.
- Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
- As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.)

Wage: $72,445- $104,139 per year
