Who We Are:
Scarborough Transit Connect (STC) has been awarded the design and early works of the Scarborough Subway Extension project. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.
As part of the Scarborough Transit Connect project, we are looking for a Utility Manager to join our team. The Utility Manager will be responsible for all activities related to utility infrastructure design, coordination, approvals, and construction required to satisfy the project agreement.
What You Will Do:
- Development of the Utility Infrastructure Relocation Plan.
- Managing utility design development, permitting applications, and approval processes.
- Overseeing Construction Impact Assessment Results (CIAR) and their Impact Classes on Existing Adjacent Utilities (EAU).
- Coordinating site investigation reports and facilitating resolutions to address deficient and non-standard findings.
- Execution of required legal agreements with Utility Companies.
- Coordinating with the Tunnel Construction Manager, Station Construction Manager, Schedule Manager, and Traffic Manager to integrate construction phasing of the project agreement.
- Managing relationships and leading the coordination with Utility Companies and Governmental Authorities, as applicable.
- Supporting the Request for Information (RFI) process with project stakeholders.
- Leading utility pre-construction and kick-off meetings with utility companies and their third-party inspectors.
- Overseeing utility construction operations, inspections, and commissioning, and following up on red-line drawings and final as-built drawings.
Experience You Will Bring:
- 15 years of experience with at least 5 years of utility management experience in a lead role.
- P. Eng. or equivalent.
- A bachelor’s degree in civil engineering or a related engineering field is required; a master's degree is a plus.
- Excellent communication (written and verbal), interpersonal, and teamwork skills; technical writing skills are required to support the development of technical reports, tools, support documents, and training materials.
- Proficiency with the MS Office suite of products.
- A team-oriented mindset with the ability to schedule and manage multiple tasks and meet tight deadlines.
- Successful experience in forming strong and collaborative relationships with clients and internal team members across a broad geographical reach.
- Experience leading the coordination with Governmental Authorities and Utility Companies in the City of Toronto.
- Experience in P3/design build projects with a complex utility scope of work in urban areas.
- Experience with permits and permitting entities, as well as contracts.
- Expert knowledge of municipal servicing standards and environmental approval requirements.
