Job description

FUNCTION :

The Occupational Health and Safety Manager is responsible to the Human Resources Manager for the health, safety, and well-being of employees. The Occupational Health and Safety Manager will develop, implement, and oversee the safety program, policies and procedures to mitigate risks and promote a culture of safety awareness and compliance, and ensure that the City's Occupational Health and Safety statutory obligations and compliance are met.

The intended outcome of this three-year term position is that the City becomes a safer and healthier place to work, as demonstrated through measurable key performance indicators.

GENERAL RESPONSIBILITIES :

  1. To be responsible to develop, update, and implement safety policies, procedures, and guidelines in compliance with local, provincial, and federal guidelines.
  1. Conduct regular reviews and revisions of safety policies to reflect changing legal requirements and organization needs.
  1. To identify potential safety hazards through regular inspections, incident reports, and consultation with staff
  1. Conducting an organization-wide safety audit to establish a baseline set of indicators for which safety improvements can be made.
  1. Coordinate with the Human Resources Manager and relevant parties on return-to-work plans for staff who have been absent due to injury or illness.
  1. Recommend and implement measures to mitigate risks, including engineering controls, administrative practices, and personal protective equipment.
  1. Foster a culture of safety awareness by organizing and promoting safety campaigns, awareness events, and initiatives.
  1. Communicate safety information through various channels, such as meetings, newsletters, and training sessions.
  1. Manage and maintain accurate records of safety-related activities, including inspections, training sessions, incident reports, and corrective actions.
  1. Generate periodic reports for management and regulatory authorities to demonstrate compliance and track performance.
  1. Serve as the primary liaison for all safety-related matters within the City.
  1. Participate in the JOSH committee and participate in other staff-led committees.
  1. Ensure that processes and policies are consistent with WorksafeBC's COR program so that the City is well-suited to take on this program in the coming years.
  1. Work flexible hours to connect with employees at the start of their shifts.

POSITION OUTCOMES

The following are measurable, anticipated outcomes demonstrating success in

this position. The Occupational Health and Safety Manager will be responsible for reporting on these (and other) key performance indicators biannually.

Year over year:

  1. Reduction in workplace incidents and injuries.
  2. Reduction in lost time injuries.
  3. Increase in number and quality of toolbox talk minutes, job hazard assessments, and safety meeting minutes, signed and adopted by appropriate staff members.
  4. Reduction in instances of property damage.
  5. Reduction in WorksafeBC experience rating.
  6. Improvement in staff sentiment around health and safety (as demonstrated in annual employee engagement surveys).

MINIMUM TRAINING AND EXPERIENCE:

  1. Professional certification in Occupational Health and Safety, or a related field considered an asset.
  1. Minimum five years of related experience.
  1. Knowledge of Worksafe BC regulations, guidelines, and standards.
  1. Must have effective verbal and written communication skills.
  1. Experience with budget preparation and management.
  1. Strong organization, critical thinking, problem solving skills, and high degree of accuracy and attention to detail.
  1. Valid First Aid or willing to obtain.
  1. Valid Class 5 BC driver's licence.
