POSITION SUMMARY: Under the general supervision of the General Manager Community Services, is responsible for the effective and efficient management of the Municipal Child Care Division and the direct supervision of an assigned Child Care Centre, in accordance with Corporate and Divisional policies and procedures and provincial legislation.

 

CORPORATE REPONSIBILITIES:

  1. Ensures insurance, equipment, procedures, and controls are in place to protect the Corporation from civil liabilities due to its facilities and operations under the jurisdiction of the Division.
  2. Attends Committee of the Whole to provide technical reporting and updates on initiatives of the Division.
  3. Cooperates with other corporate departments, community professionals, agencies, Provincial, and Corporate staff to develop and maintain the delivery of children's services.
  4. Investigates and resolves concerns and/or complaints as necessary, ensuring that a positive image of the Division and Corporation is reflected at all times.

DEPARTMENTAL RESPONSIBILITIES:

  1. Plans and implements short- and long-range objectives for the Division and Department’s strategic plan.
  2. Researches, develops, and compiles statistical and written reports, and makes recommendations to the General Manager concerning operating procedures and standard practices.
  3. Acts for and/represents the General Manager as required.

DIVISIONAL RESPONSIBILITIES:

  1. Develops operating and capital budgets for the Division; administers the expenditure of, identifies priorities of, and monitors the operating and capital budgets for the Division.
  2. Responsible for licensing and reporting for Municipal Child Care operations in accordance with the Child Care and Early Years Act.
  3. Ensures the development and maintenance of inventories and records of the location, condition, and upkeep of the facility assets under the jurisdiction of the Division.
  4. Supervises the delivery of services in the assigned Child Care Centre and ensures that quality programming is maintained; provides additional supervisory coverage for other Child Care Centres, as required.
  5. Assesses Division and assigned Centre staffing requirements; makes recommendations for amendments to complement and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
  6. Manages Division and supervises assigned Centre staff in the areas of staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, and discipline and termination decisions.
  7. Ensures that the Division and assigned Centre complies with the legislation, guidelines, goals and objectives of the Province and Municipality. Keeps abreast of changes in legislative requirements. Develops and administers Division policies and procedures.
  8. Explains admission procedures to selected applicants.
  9. Performs such other related duties as may be assigned.
