This position is responsible for the effective management of operational functions of the Facilities Services department. The Manager, Environmental Services provides leadership, professional direction, and strategic and technical guidance in the areas of but not limited to building automation, custodial services, campus furniture, and event setups, and assists with related regional facilities services issues. The incumbent will consult with the Director, Facilities Services, especially in the areas of strategic and operational planning, and will work collaboratively with the Facilities Services management team and regional campus administrators in supporting the physical operations of all campuses
NATURE & SCOPE:
- Provides oversight and ensures facility efficiency while ensuring a comfortable environment which supports student success.
- Oversees a Custodial Services team which includes a supervisor, two (2) custodial caretakers, and 18-20 custodial staff.
- You will be part of a team actively engaged in contributing to and accomplishing the vision, mission, and goals of the College and in supporting the aspirations and needs of our learners.

Specific Duties
- Supervises and manages the custodial and custodial caretaking teams, ensuring safe, timely and efficient completion of tasks.
- Responsible for the recruitment, development and evaluation of staff. This includes work allocation, instruction, training, problem resolution, and recommendations for personnel actions.
- Oversees and provides technical guidance for building automation systems (BAS) ensuring a comfortable environment by efficiently and effectively maintaining and managing the colleges’ environment.
- Liaises with other College Departments, establishing and maintaining effective communication regarding facilities campus cleaning, event planning and furniture needs.
- Oversees carbon management, including gathering and monitoring emissions.
- Responsible for reporting of energy and climate change related data to various external entities including regulatory bodies.
- Evaluates facilities and optimizes operating systems by using and/or developing strategic algorithms.
- Selects equipment including DDC modules, field sensing devices, control devices, dampers and valves to meet the needs and requirements of the college.
- Oversees the development of operations of energy management systems and controls to reduce energy consumption and carbon emissions.
- Serves as CNC’s technical energy and sustainability expert and authority on regulatory requirements.
- Research, secure and manage energy/carbon-related funding and associated activities in the utilization of applicable funding.
- Ensures all drawings, specifications, documents, etc. regarding the BAS are accurate and up to date.
- Ensures all related systems and equipment meet recommendations, relevant regulations, codes, standards and College policies and procedures.
- Develops, implements and manages the comprehensive cleaning, furniture and event planning needs of the College for all campuses utilizing an integrated facilities work order system.
- Ensures all actions and activities are congruent with the College’s Strategic Plan.
- Maintains current knowledge of and ensures compliance with all relevant provincial and federal laws, policies, regulations, building and safety codes, common consultant and maintenance/service contract formats, and College policies.
- Maintains a professional, positive and effective working relationships with regional campus administrators and staff while ensuring that overall College plans, program objectives, and compliance with relevant building and safety codes are met.
- Liaises and works with government officials, consultants, contractors and suppliers.
- Assists with the management and administration of all rental/lease property in accordance with rental/lease conditions as it relates to the positions duties.
- Collaborates with the Procurement Services Department for tendering and awarding of contract work.
- Assists with the preparation and submission of operational budgets including short and long-term plans for College custodial services, furniture and events.
- Monitors trends, news, and developments in new and improved technology in the facilities services environment.
- Ensures all staff and contractor work is in adherence to prescribed safety standards, codes, regulations and College standards in collaboration with Occupational Health and Safety.
- Ensures all employees for which they are responsible adhere to all safety protocols.
- Works collaboratively with the Facilities Services management team and the regional campus administrators to provide professional, strategic, and technical guidance, recommendations, directions and assistance to the regional campus administrators in effective and regular inspection and operation of regional campus custodial, furniture and event activities.
- Understands and administers the provisions of the collective agreements; and serves on bargaining committees as required.
- Assists other members of the Facilities Services management team and perform other duties as assigned by the Director, Facilities Services.
Skills & Qualifications
The following are required of the incumbent:
- BC Red Seal in one of the following: Electrician, Instrumentation and Control Technician, Refrigeration and Air Conditioning, or Power Engineer Certification
- Completion of a Facilities Management Certificate/Designation or Equivalent
- A minimum of five years’ experience at a management level in an institutional facilities services environment or public organization of similar size and complexity. Other extensive management/supervisory/leadership experience may be considered
- 4 years or more experiences with building operations systems, of which includes at least 2 years experience with commissioning and troubleshooting of building automations systems (BAS)
- Project management experience with design, procurement and installation of building operations systems
- Knowledge of industry best practices for custodial activities, related equipment operation and maintenance
- Experience leading in a unionized environment as asset
- Strong human relations abilities, proven leadership ability, excellent oral and written communication skills, an understanding of an academic environment and a demonstrated strength in budget management
- Flexibility, adaptability and resourcefulness are essential
- May be required to pass a police record check and be bondable
- Must have and maintain a minimum of Class 5 Driver’s License in good standing
