Job description
Position Summary and Scope of Service Reporting to the Director, HRS, the Manager of Compensation and Benefits will oversee all aspects of employee compensation and benefits programs and policies, ensuring alignment with organizational goals, compliance with regulations, collective agreements, and competitiveness in the job market. This role will serve as a central contact point of contact for both HR and Finance departments regarding compensation and benefits-related matters.
This position is a strategic hands-on role requiring a blend of analytical expertise, leadership skills, and a deep understanding of compensation principles and benefits offerings. In addition, this position is responsible for reviewing and modifying existing programs, ensuring these comply with current legislation, supporting the recruitment process, and managing day-to-day compensation and benefits-related activities.
The successful applicant will have experience in Compensation, Payroll and Benefits with knowledge of Occupational Health Services.

Qualifications
Educational:
- Bachelor's degree in Human Resources, Business Administration or related field
- 5+ years of experience in compensation and/or benefits management required
- Previous experience in compensation, benefits administration, and payroll processing, preferably in a managerial or supervisory role.
- A solid understanding of HRIS (Human Resource Information System) and payroll software is essential.
- Excellent understanding of job evaluation and job analysis systems.
- Knowledge of occupational Health Services (OHS) within a healthcare facility.
- Experience with employee satisfaction/engagement survey.
- Extensive knowledge of benefits and compensation programs, policies, procedures, and applicable legislation.
- Excellent knowledge and application of collective bargaining agreements (CBA)
- In-depth knowledge of compensation and benefits principles, including salary structure, retirement plans, health benefits, and compliance requirements.
- Familiarity with payroll processes, tax regulations, and labour law is crucial.
Personal:
- Leadership and team management – strong leadership qualities to effectively manage a team of OHS, compensation, benefits and payroll professionals. Ability to motivate, mentor, and develop staff to achieve departmental goals and objectives.
- Problem-solving skills – proven ability to identify issues, analyze root causes, and develop practical solutions to complex compensation, benefits, and payroll challenges. Adaptable and flexible to address changing business needs and regulatory requirements.
- High level of integrity and discretion when handling sensitive employee information, compensation data, and payroll records. Compliance with confidentiality and data protection regulations/policies is paramount.
- Customer service orientation – customer focused mindset to provide responsive support and guidance to employees regarding compensation inquiries, benefits, payroll issues and other related matters. A commitment to delivering high-quality service with professionalism and empathy.
Key Responsibilities:
- Compensation Management, Benefits Administration, Payroll Processing, Compliance and Risk Management, Data Analysis and Reporting, Employee Communication and Education, Team Leadership and Development.
- Develop, maintain, and implement compensation and benefits programs and policies, including salary administration and job classification systems.
- Manage the salary process to ensure the organization is competitively positioned in the marketplace.
- Develop and administer key employee benefits such as retirement plan, medical, dental and vision plans, disability and life insurance.
- Develop and maintain benefit communications, employee handbooks, and other related documents.
- Analyze and evaluate benefit programs to ensure cost-effectiveness and compliance with applicable laws.
- Conduct internal audits to ensure compliance with applicable laws and regulations.
- Evaluate and modify existing compensation and benefits programs, policies, and procedures.
- Develop and implement new compensation and benefits programs, policies, and procedures.
- Ensure all programs, policies, and procedures comply with current legislation.
- Communicate with third-party services to negotiate benefit plans and resolve benefit-related issues.
- Manage daily operations related to compensation and benefits activities.
- Prepare budgets, reports, and presentations.
