Job description
The Property Specialist, Senior will be based at one of three Amentum sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. This position, under general supervision, will ensure that Government property is properly identified and tracked from acquisition to disposition. This position collaborates with and reports to the Logistics Manager to schedule and resolve inventory discrepancies. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.
DUTIES:
- Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.
- Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.
- Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.
- Ensure that property records are accessible and appropriately controlled and maintained
- consistent with the nature of the business, property type, applicable policies and procedures, and customer requirements.
- Minimize administrative cost by using common processes when possible.
- Develop and execute plans to inventory accountable property. The frequency and method of
- inventory may vary based on property type and established practices.
- Ensure that subcontract agreements address property to be furnished to or acquired by
- subcontractors or other elements and include appropriate property management requirements.
- Assess subcontractor property control systems to provide reasonable assurance that accountable property is managed in accordance with subcontract terms and conditions.
- Administer and manage physical inventories of Government Property.
- Work closely with lower-level Property Staff and Property Custodians to ensure overall accountability of assets.
- Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.
- Identify problem areas and recommends viable solutions.
- Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Logistics and Property Manager.
- Assign Government Property Identification numbers (GP), prepare required schedule, and assist with identifying Lost, Damaged, & Destroyed property as well as excessive consumption.
- Work closely with Property Custodians to ensure overall accountability of assets.
- Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities, for any purpose, and protection during movement.
- Assist on the preparation and safeguarding of administrative support files.
- Prepare hand receipts for all property custodian/hand receipt holders.
- Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW) and Standard Operating Procedures (SOP).
- Complete routine spot checks of site assets.
- Maintain logs and status records to include lost, damaged, or destroyed items.
- Check LTDD packages for accuracy and completion.
- Assist with all other Logistics Warehouse duties as assigned.
REQUIRED:
- Minimum Acceptable Experience Level: Background in property and/or materials management.
- Knowledge, Skills, and Abilities:
- Knowledge of the FAR and industry leading practices regarding Government Property.
- Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.
- Collect data, define problems, and propose solutions.
- Understand how inventory affects company contractual obligations.
- Ability to clearly and concisely articulate services/requirements in writing
- Ability to articulate in a clear and concise manner with Management and Trades Departments on a daily basis.
- Ability to lift materials and equipment weighing up to 50 lbs.
- Ability to demonstrate analytical skills, researching skills.
- Ability to efficiently and effectively perform the technical requirements.
- Excellent organizational and time management skills, with ability to prioritize effectively and work with a sense of urgency.
- Ability to read, interpret and follow all Amentum /Logistic Management procedures, policies and guidelines.
- Ability to effectively present information and respond to questions.
- Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.
- Education: A high school diploma or GED. An undergraduate degree is preferred but can be replaced with additional years of Government Property Administration.
- Passport, Licenses and Certifications: As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages. Valid drivers’ license from Home of Record.
- Security Vetting: Already possess a Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification prior to being hired is required for the position. Must maintain eligibility at the required certification level for the duration of the contract.
- Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
- Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.
DESIRED:
- Previous out of home country experience is highly desirable and previous work experience in
- harsh environmental conditions is a plus.
- Experience working with Amentum /PAE.
OTHER KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of ALL principles and processes involved in operating and supporting supply chain functions at a large-scale overseas facility.
- Experience providing excellent customer services.
- Cross-cultural sensitivity with an international perspective.
- Excellent organizational and time management skills.
- Expert computer skills, specifically in Microsoft Word and Excel.
