Job description
The Programme Coordinator (Mobile Wellness Clinic or MWC), reporting to the Provincial Prevention Manager, takes the overall lead in the KwaZulu-Natal Mobile Wellness Clinic programme (KMWCP), and is directly responsible for managing and overseeing all activities and services thereof. The incumbent leads the MWC team, offering mentorship and guidance on HAST services for key populations, whilst cooperatively working with AHF’s fixed-facility roving team and in close collaboration with other partners and key stakeholders involved with key populations. He/She plans, organizes, directs, monitors and evaluates the performance of the KMWCP in order to render cost-effective, efficient, compassionate, high quality and safe health care services in an integrated manner and which respond to the needs of the marginalised groups covered by the programme. The KMWCP will initially focus its HIV/STI services on key populations that include sex workers, migrant/mobile groups including truck/taxi drivers, and people living on the streets including PWIDs. It will initially operate in the eThekwini district, with possible expansion of coverage in other neighbouring districts in KZN.
He/she will help establish the KMWCP and provide leadership, corporate and clinical governance and effective management whilst overseeing all operations in the programme.The incumbent supports the provincial management team by contributing to the delivery of quality prevention and clinical services efficiently and effectively among key populations in the areas covered by the MWC;Engage stakeholders and collaborate through workshops, meetings and events on key populations.Establish, build and maintain relationships with all key government officials, community groups, DAC, for successful establishment and operation of the KMWCP.He/she will drive the following during and in the early stages of establishment of the KMWCP:Signing of an MOU between AHF and the relevant stakeholder(s).Assist in the recruitment of KMWCP staff.Identify and have meetings with leaders of the targeted key populations to facilitate acceptance of services amongst them.Collaborate with other partners and stakeholders, including the eThekwini District Health Office, eThekwini Municipal Health Office, and District AIDS Council during the establishment of services.Secure key contracts, including one with laboratory service provider(s) for processing of diagnostic tests, and one with a medical waste service provider for medical waste deposition.Procurement of assets and consumables to be utilized by the KMWCP.Compile a handbook (Procedures Manual) incorporating relevant SOPs/guidelines for the various operations and governance of the KMWCP.Establishment of Terms of Reference of relevant fora.In conjunction with the Prevention team, conduct a key population mapping exercise to identify hot spots and locations, and then develop and continuously maintain schedules for docking of the KMWCP at targeted locations.Training of the KMWCP team and other staff.Coordinate research within the KMWCP, including protocol development, data collection, etc.Develops and influences strategic objectives, anticipating future demands, opportunities and constraints for the KMWCP;Planning, leading and monitoring all resources, including financial (CAPEX and OPEX), human, capital and non-capital equipment and assets, consumables and infrastructure.Leads the development of an annual workplan, training plan, CAPEX/OPEX plans for the programme;Organizes work processes to deliver on targets, on time, on budget and on acceptable standards of quality;Problem solving and analysis: Offers insight and generates original ideas with practical application; encourages ideas, initiative and innovation from others; demonstrates a creative and constructive approach to problem solving; analyses ambiguous data and concepts rigorouslyService delivery innovation and continuous improvement, including implementation of QIPs;People management and empowerment: establishes and communicates clear standards and expectations, delegates effectively, recruitment and retention of staff, including induction of new recruits; Performance management of direct reports, dealing with employee relations matters, disciplinary processes and addressing grievances of employees.
