Job Description

• Ability to clearly and sensitively communicate project status, issues, risks, priorities to client.
• Excellent writing ability for memoranda and other communications to client regarding key construction project issues.
• Experience as 3rd party advisor to client on construction projects considered an asset. Experience in providing independent assessment of change order requests from contractor and 3rd party review of change order responses by Engineer of Record.
• Experience in large construction claims evaluation, negotiations and resolutions.
• Demonstrated ability to promote collaboration among different stakeholders, promote convergence and accommodation of (new or ongoing) project implementation approaches to optimize benefit to client organization.
• Successful track record of supporting clients in permit application.
• Experience in mentoring and leading a team of safety coordinator, construction coordinator, and site engineers to enhance team effectiveness.

• Plans, manages, and oversees construction projects ranging from multiple small to medium projects to large, multiple- contract projects of moderate complexity.

• Conducts project analyses and reporting to include monthly progress reports and documentation of deficiencies, issues, risks and/or overruns.

• Scope of human resources management includes construction representatives and construction specialist jobs.

• Manages and controls all construction management activities, including critical path method (CPM), scheduling and claims administration.

• Interprets plans and specifications for clients, contractors, and the company’s field personnel.

• Provides internal consultation to construction representatives and acts as a technical resource to other function groups within the division.

• Develops new opportunities for business through proposal preparation and general contact with current and potential clients.

• Oversees and coordinates all shop drawing activities.

Participates in the administration and operation of the construction services group, as required.

• Reviews government and funding agency regulations to provide consultative services that reflect an up-to-date knowledge and understanding of legal requirements.

• Provides expert witness service in claims administration cases. Performs other duties as required.

Minimum Qualifications

Bachelor’s degree. 10 years of relevant experience. Equivalent additional directly related experience will be considered in lieu of a degree. Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Preferred Qualifications

• Water or wastewater program management experience is preferred.
• Successful candidate will provide overall construction monitoring and provide advice on construction issues.

In addition, during employment individuals may be required by CDM Smith or a CDM Smith client to successfully complete additional background checks, including motor vehicle record as well as drug testing.
